Deranged Homeless Man Creates Mayhem - Citizens In Fear!

Greetings Vernon:

I am kindly requesting your help in getting a homeless man who appears to be of unsound mind off the streets. This young man occupies a makeshift cardboard structure on the  curb directly outside of a townhouse complex at 19 Waterloo Rd.  (10)  The relevant authorities have been  contacted but all attempts so far to remove him proved futile.  Persons from the complex have been in constant contact wirh a Ms. Cunningham  from the Community Mental Health Office -  876 930 1152 and on 2 occasions she advised that a unit had been dispatched to pick him up but each time he managed to evade them.   The situation is serious , as, so far he has set fire to the shrubs outside and this spread to a small cottage at the gate then jumped to the patio roof of a nearby townhouse. Both police and firefighters ( 1 hr later) came but were powerless it seems to do anything.  We later discovered that the fire had destroyed the main board that controls the electronic gate. The repair bill was over $20,000:00.  

He recently  assaulted a helper  and also destroyed our letterbox in addition to  smashing the window of the cottage.  This situation is escalating and he is now, I am told,  armed with a pair of scissors. 

I am really requesting your help in getting this young man off the street before this situation escalates further resulting in serious injury or fatality.

Individual are sleeping in the streets all over Kingston & St. Andrews - urinate & defecate in the streets & on the sidewalks

He needs help and clearly the public services are inadequate.How do we pressure the authorities to address the mental health issues of the underserved population as a matter of urgency??

Very unfortunate. And the problem, I suspect, is that the mental health care capacity is probably very inadequate.

I must say that Minister Mckenzie has been doing a tremendous job in caring for the homeless over many years, and he deserve to be applauded, i think that complex should try to make contact with the local Gov department.i know his hands are filled but none-the less he will assist.

Wow there are so much of them on the street .i think the Gov department should work with the family of these people that they had some one to look after them.

As far as I can see nobody is safe walking on that road they need to get this man off the road before he hurts somebody don't wait until it's too late

Yes I strongly agree that the mentally ill person by 19 waterloo road should be removed. When there are passers-by he is very aggressive. And he has a heap of cardboard boxes in the walkway. You have to put yourself in harm's way of the traffic to pass. People should not have to pay so much money for where they live and have such trouble day and night.. Very terrible situation. The people need peace

I live at that complex and can concur that, as residents, we have explored all options to get assistance. It seems he is aware of the usual time the Mental Health Unit comes around and ensures he is not around. They need to come early in the morning when he is usually there. Anyone passing that vicinity is at risk as he has even thrown stones and broke a car windshield before.

We need help period with this person of unsound mind, he can be aggressive and violent..we have escalated it to several government agencies ..beared no fruit..seeking intervention asap

Greetings Mr Derby. Your assistance is truly needed to get the required agencies to assist us at 19 Waterloo road. The man is ill, but he is also very capable of avoiding the authorities. The police came the night of the fire and He went to the other side of the road where the Canadian embassy is located and he told the police that he was not responsible as he returned to the area and saw the building burning. He was able to converse with the police and on that basis the police did not remove him... yet this was arson. Please know that the prelude to the fire the man threw on the premises was due to the removal of the cardboard boxes that he had stacked outside the gate of our home. So it was retribution! Everyone inside the complex is fearful as we do not know when he will strike again. Fortunately someone saw the fire early enough this time to make an alarm but we could all have been asleep..

Some mad Men just cool. But not this man at 19 waterloo road.. Him mash up the mail box on the gate, him mash up the window in the guard house, him a mash up the rubbish house door.. Him very destructive. The ladies at the unit him light a fire was so frighten.. And all now not one agency to take him up.. .. Where are these agencies when you need help..
