Spending Spree?
I understand from a very reliable source that the Directors of a certain government entity now have the authority to approve cheques up to the value of JAD200,000! Can you imagine that! These directors can now sign without the authority of the Interim Executive Director? I assume that outsiders can also direct them how to spend the funds and the Executive Director will not even know.
I also understand that members of the top management team are upset that over four years now a head has not been appointed and persons keep coming from outside to act as Interim Executive Directors! Is that position on the list of positions in the service.
Eternal Father Bless our Land, Guard us with thy Mighty Hand. What a country what a life.
Head To Court To Pay For Traffic Tickets!
I understand that the traffic ticketing system is not able accept payments for tickets issued to drivers by police officers. If you want to pay for your ticket then you have to go to court. If this is so, then Jamaica is gone mad. Why not suspend the issuing of tickets at this time until we get the system working properly? The courts will be clogged up with persons trying to pay for those tickets next year? Covid-19 shall have a ball when January 2022 comes.
Note: A message was sent to the Commissioner of Police and his Senior Communications Strategist seeking clarification, but no response has been received.

I gather that a recent ruling against the traffic fines ruled the level of fines unlawful as they were not set by the Minister of Transport. I am told only the courts can roll back the unlawful levels of fines.

ReplyDeleteOn the matter of the approval of expenditure, are the Directors employers of the agency or Board Members? Are the Directors approving payments or signing cheques? Is the amount within the limits set by the Finance Committee in a Finance Policy? Bear in mind $200k is USD1,280 or thereabouts.
ReplyDeleteDirectors are employees. Those who sit on boards are called Board Members and in some cases Commissioners.
DeleteOn the matter of payment approval by the Director, let's not forget also that there is a procurement process and many other factors as it relates to payment and payment approval, also what is the chain of command leading to the Director's approval. Let's not push the narrative as if the director is blindly approving payments. As a government staff it's not as clear cut as some make it seem, at least not at my workplace.
ReplyDeleteNot all expenditures have to go via the procurement systems. Some organization have the freedom not to go via the procurement process. This is applicable when the service falls in the category of creative talent for example.
