KSAMC To Study Integrity Commission Report

The Kingston and St. Andrew Municipal Corporation (KSAMC) acknowledges the recently published report from the Integrity Commission regarding breaches of building approval related to the development at 2 Weycliffe Close, Beverly Hills, Kingston 6.

As the report was only recently received, we are currently reviewing its findings and are not yet in a position to provide a detailed response. However, a meeting will be convened shortly with the relevant officers and stakeholders to thoroughly examine the findings and recommendations.

Mayor Swaby Says - Get The Colour Right For Projects Such as Painting Curb Walls!

Mayor of Kingston, Councillor Andrew Swaby, is reminding persons undertaking projects that include the painting of curb walls that they should be done in the colours specified in the country’s Road Code and not political colours.

“I use this opportunity to warn those who are involved in the practice of painting curb walls in political colours, especially during the Christmas season when our temporary employment initiatives are undertaken. I want to make it absolutely clear to both political parties that this practice is not acceptable,” the Mayor said. 

“No project presented to the KSAMC (Kingston and St. Andrew Municipal Corporation) for approval will be allowed if it involves painting in political colours. All projects must adhere to the colours specified in the Road Code,” he emphasised. 

The Mayor was addressing today’s (December 10) sitting of the KSAMC’s Council meeting at 24 Church Street in downtown Kingston.

Councillor Swaby pointed out that any KSAMC staff member who approves such a project will face consequences. 

“It is vital that all municipal-approved projects remain neutral, professional and focused on serving the entire community without any political bias. Let us work together to maintain the integrity of our city and ensure that our public spaces are free from political influence,” he said.

Meanwhile, he informed that a thorough clean-up of the exterior of Nelson Mandela Park in Half-Way Tree was undertaken last Sunday (December 8).

He noted that the initiative forms part of the KSAMC’s ongoing commitment in ensuring that public spaces in Kingston and St. Andrew remain clean, safe and inviting for all users.

“The clean-up team worked tirelessly to remove garbage and bulky waste, clean the walkways and address areas where waste had accumulated. Unfortunately, we also had to remove human faeces from areas around the park, despite the adequate restroom facilities,” the Mayor said. 

“With all that we have put in place, we are still faced with the challenge of some users urinating and defecating outside in the open. Certainly, this is nasty and unsanitary. The situation is unacceptable, especially  given the park’s importance and the legacy of the individual it was named after,” he added.

He said the park must reflect the dignity and values of the global icon it honours and appealed to everyone – vendors, park users and the wider community – to respect and care for the space.

 “Let us take collective responsibility to maintain a clean, hygienic and respectful environment, ensuring the park remains a source of pride for Kingston and St. Andrew,” the Mayor said.

First Director-General of the OUR, Winston Hay Dies

(KINGSTON, Jamaica; 2024 December 10): The Office of Utilities Regulation (OUR) mourns the passing of its first Director-General, Winston Hay, who died on 2024 December 5. 

In reacting to his passing, OUR’s Director-General, Ansord Hewitt said: 

“Winston was, for many of us - including me - a great mentor, a humble intellectual giant, the epitome of integrity and a patriot. Those of us who benefited from his tutelage and guidance can attest to his contribution to our growth and development. I can say of him that while he took his obligations to Jamaica seriously, he never took himself seriously. The country owes him a debt of gratitude that I am not convinced has ever been fittingly paid. To his family, the OUR expresses its deepest condolences. Please know that he made a significant mark in enhancing the development of his country.”

Hay, who was appointed Director-General in 1996, oversaw the official opening of the OUR on 1997 January 6, the chartering of its organizational infrastructure, and the interpretation of its mandate. During his 6-year stint, he presided over a host of milestone utilities regulatory activities and decisions which contributed to establishing Jamaica as the model for utilities regulation best practice.  

Under his direction, the OUR’s powers in regulating the utility sectors were expanded through an amendment to the OUR Act in 2000 to include the addition of transmission and generation of electricity as a prescribed utility service. This enabled the OUR to give directions to and require remedial measures by regulated entities for, among other requirements, the protection of consumer interests and encouragement of competition.

Perhaps his most seminal achievement in the development of the OUR as an independent regulator was his decision to institute legal proceedings against a Minister of Commerce, Science, and Technology. He had challenged the Minister’s authority to give a particular direction to the OUR, which he considered to be ultra vires. The OUR’s position was subsequently upheld by the Privy Council in a judgment that cited the position taken by him with clear approval. This frequently cited judgment is regarded as a landmark ruling on the independence of the utility regulator.

Among other notable and pathbreaking accomplishments was the introduction of Guaranteed Service Standards for the National Water Commission (NWC) and the Jamaica Public Service Company Limited (JPS), which saw the establishment of customer compensation for service quality failings.

Hay also oversaw the regulatory activities involved in the liberalization of the telecommunications sector. This included but was not limited to, issuing the first invitation in 2000 August for telecommunications licences, consulting on, and declaring a carrier or service provider dominant, and introducing a price cap regime applicable to Cable and Wireless Jamaica’s (now FLOW) fixed line service. The regime incorporated a plan for timely rebalancing of some basic services, including residential and business customers’ line rental.

In both the electricity and water sectors, Hay’s tenure was impactful. Within electricity, he saw the beginning of the initiative to introduce private participation and made critical input into JPS’s privatization and its subsequent regulation as a privately owned, fully integrated single-buyer electricity operator. His purposeful support of private sector participation within the power sector led to OUR’s first review of a Power Purchase Agreement. Within the water sector, his leadership demonstrated that a publicly-owned monopoly such as the NWC could be subject to independent regulation. He also introduced private participation in the water and sewerage utilities sectors with at least two such entities applying for licences under his watch.

Following his retirement in 2002, Hay served in various advisory capacities to the government and practiced as an independent Consultant advising governments and regulators across the world, including in Dominica, Gambia, Guyana, and the Cayman Islands. Among his final public acts was to provide expert advice to Jamaica’s Electricity Sector Enterprise Team (ESET).

Those Men Apprehended in Spalding Should Have a Lot to Say!

It is amazing what some people claim to know, but right across this island, people are scared to say anything to anyone. One person even told me I should understand because wherever you go and you find out too much, they get rid of you. I wish I could disagree. I believe God has blessed me, which is why I am still alive.

The stories going around about ex-commissioners of police are terrible. Jamaicans will tell stories of which commissioner of police was detained in the US for drug running. There are stories of a former senior officer who has connections with a gang member in the States. There was a story about an officer many years ago who was selling ammunition on Mountain View. I believe that the matter went to court and the officer was convicted.

The security forces have cleaned up things quite a bit but some questionable characters will get through the cracks. That is why the people are the best overseers for all.

I received the following information about the men who were apprehended in Spalding on December 8. (This information has not been confirmed):

Turns out the soldier know the robbers and is related to one of them and friends with the rest....so he was home cause a toll gate all a them live and he know that them gone go do robbery (soldier is not apart of the robbery, him just have knowledge of it) .....so fuckery gwaan them call him fi come vogue for them so this ediot young soldier tek up himself from out a him rass yard go up a Spaulding and a tell the police high command that he is a soldier him know them and them a plead to not be killed and that they wanna surrender.....so Babylon just arrest soldier for conspiracy.


Those detained in Mandeville must have plenty of information to share with our security forces. It would be interesting to find out where those guns came from. It would be interesting to know who the outside organizers were. I feel that when those guys went live at the supermarket they were probably calling for backup.

We should ensure that these terrorists who seem to have links to Clarendon can probably can give them a list of all the other criminals in Clarendon.
