Yes this is a human being living on the street. This picture was taken a few weeks ago on Orange Street n Kingston, Jamaica in the vicinity of a garbage pile close to a name brand store. I tried to get a conversation but got no response. His outfit is one of a kind a work of art.

OMG Nooo... he must be mentally sick.. but what is the government doing about the street people? There used to be a street people programme ..managed by HOward Hamilton QC.. what happned to it>? I think it was a street boys programme..
