Integrity Commission's Report on PM Holness - The Public Needs to Know More!

Jamaica's national elections are just around the corner, and reports from the Integrity Commission (IC) could impact the election results. This report on the Prime Minister's Statutory Declarations is moving from being a disturbance to a possible storm which could become a massive hurricane.

You can visit the Integrity Commission's site and learn more about it. The IC should not only educate the public about its work, but its latest report on the Prime Minister needs to be presented and explained so at least those 18 years and above can understand it. The IC is guided by the Integrity Commission Act 2017.

I have a few questions to ask. I am inviting lawyers, members of political parties and other persons to contribute their articles about this issue to this blog so that readers can read and digest their contributions. The following are some questions I am seeking answers to:

  1. Why did the Integrity Commission not seek the assistance of the Financial Investigative Division (FID) and the Tax Administration Department (TAD) before submitting the final report to Parliament?
  2. Why has it taken three years for us to have this report?
  3. What impact the prolonged investigations can have on the state?
  4. Will the IC investigate how the confidential Prime Minister's IC report was leaked to the public before it was tabled in the house?
  5. How many statutory declarations the IC receives annually?
  6. What is the IC staff complement, and can the staff manage the workload to facilitate the investigations?
  7. Since the IC has to refer matters to the FID and the TAJ, this could impact the organization's ability to fulfil its mandate without support from other entities that report to Ministers of Government. If these organizations are not cooperative, what action can the IC take?
  8. What role does the DPP play in the operations of the Integrity Commission?
  9. Do you think the IC should be independent of all other organizations, and if so, should the Auditor General be a Commissioner?
  10. Why did it take that long for the IC director who was shot to make a statement to the police?

I hope that the Integrity Commission will follow in the footsteps of 'Former DPP' - Paula Llewellyn and report to the people of Jamaica directly, periodically. The Hon. Mr Justice (Retd) Seymour Panton, OJ, CD (Chairman) we need to hear from you, Sir.

  1. At this stage our focus should be on the corruped politicians; if they were providing timely and complete reports and supporting documents IC work would be easier. We should provide much more resources to the I.C.

    1. Is it even possible for anyone to provide a report of their daily expenditure for an entire year? That's really an absurd and onerous request.
