I have commended the Commissioner of Police and his staff for reducing murders in this country, but Mr Commissioner, there are other crimes to be dealt with. Having parties beyond a certain time at decibels that disturb the neighbourhood is one such crime.
Residents from Grants Pen in Kingston and surrounding areas say that calling 119 when those sound systems are blasting through the night is of no help. When they call 119, a patrol car passes through, and within an hour, the music is blasting in everyone's ear again.
The noise is affecting the elderly and others up to two miles away. Residents have come to the conclusion that police officers are benefiting from these dancers; therefore, they will allow them to continue. If this is so, then this is another form of corruption which the Integrity Commission will not talk about.
The areas that the noise is affecting are:
- Upper Waterloo
- Drumblair
- Acadia/Wickham Ave
- Constant Spring Rd to Merle Grove High
- Grants Pen Avenue.
The following are the possible impacts of loud noise on people:
- Less sleeping time can lead to stress and people being moody, especially at work.
- Less sleeping time for students will negatively impact their ability to concentrate in the classroom.
- People's hearing can be affected due to the intolerable decibels.
- I have no doubt that the loud noise can permanently affect the personality and hearing of young babies.
- Depriving the elderly of sleep can result in the worsening of their mental capacity. Could this result in early dementia?
People should be able to go to their beds and wake up feeling fresh for another day's work. The behaviour of our people on the road and our children in school may have something to do with the lack of sleep resulting from these boom boxes blasting in their ears at all hours of the night.
What kind of nation are we building where young people buck the volume control of the sound system at 2:00 am, block off the streets, smoke ganja, drink energy drinks, wind up pan one anneda and have out dem lot?
I expect the Prime Minister to make his position clear on this matter. The Commission of Police must give clear directions to its offices about dealing with this matter. The police officers at the nearby police stations must take action. Crime will rule supreme where indiscipline is the order of the day.
Noise pollution is a very serious matter that is now a national challenge. A copy of this blog will be sent to the PM, the Commissioner of Police, and the member of parliament.

Noise coming for dance, cars, buses and bikes is an ongoing issue. It would appear that those who govern and the security forces do not know how to manage the situation.

ReplyDeleteI lose a job in 2024. I was reaching work late many Mondays because of no sleep.My friend was fired for sleeping on the job. A hell we go through on Sundays.
ReplyDeleteMy 85 year old husband has cancer and is cannot walk. Sleep is not possible on Sundays for us.We keep on losing his caregivers because of noise issue. He is a retired professional . We live by Acadia / Wickham Ave. 119 cannot help. We bought our home in the 80s and thevlastv8 years have been unpleasant
ReplyDeleteJah know, mi glad this get write up. Mi live dung a di bottom a di road and build mi little house.. 20 years now. Last 8 years a hell. Mi pikney them and mi can't sleep Sunday night . Mi son a tief out go the dance. We haffi keep quiet because it dangerous to talk. Another one start every nite all 11 a clock bout november.. a morgan lane dem no play Sunday . Miss cotterel nah help. Mi boss want fire mi when mi come late on Monday but mi a good carpenter so him na let mi go. We poor down de but we have honest man who want them pikney prosper. Mi gal pikney dem go tek in school but the every night a mash it up now. Mi can leave because mi build mi house and no have no way to go.
ReplyDeleteI work in the legal field. This matter is close to me and I have been considering petitioning for this dance and venue to be closed down. It's close to me as my children's nanny comes from that area and I see how tired she is on Mondays. She has mentioned another one every night now. I live in the Kingsway/ Devon Road community and there are many occasions we can hear the Boom dance at all hours. Secondly, I am greatly affected when the Ranny Williams Centre is used as a venue. This is in front of a hospital.! . What are the authorities doing here? How can the the Grant's Pen community cope with a dance every Sunday, not once per month. How can the station grant a permit up to 4 am , worse on a Sunday night. What's happening to our children and elderly who live in the community? The authorities are abusing their power.

Stop the use of this venue.

Why do I hear them as far away as Gore Terrace. Why do they get permission for every Sunday night and to 4am and beyond?

Stop the dance. Stop using a street as a venue. I live on Grant's Pen Ave and hate Sundays. This is an avenue that thousands live on because there are lanes off the road where hundreds of people live. Add it up and you have thousands and the authorities violate us by using the actual road as a venue all night.

A solution is having a designated place that is sound proof to contain the noise within.
Overall Jamaica is an extremely noisy place I just had about 3dozen noisy bikes pass by.

The only issue while we wait...is the mental health issues which will result . I fear Sundays ....after years of non sleep for myself and family, I find myself anxious and angry on Sundays. Now a club has opened at #16 Shortwood Rd. They play 6 nights per week. They have been on par with Boom noise level since last week. The entire Upper Waterloo Rd and Drumblair has high rise residential buildings but no noise control.

Can we organize a petition to the authorities through this medium? Boom started from around 3 pm and even though its noisy from wind, the noise is BOOMING. Really, Boom Sundays for true.

This is also political for votes. While Chuck and .P Cotterel and police sleep peacefully citizens miles away cannot.
The organizers know they are protected , that's why they can begin BOOMING from 3pm and turn it up full volume 4 pm.
This is a petition and it has been sent to the Prime Minister, the Commissioner of Police and MP Chuck. More persons need to add comments for the leaders to see. The next step is to have a meeting with the relevant persons. We must must put an end to the lawlessness.
ReplyDeleteI want to sell my home that I have lived in for 16 years and had my children. We can't rest at nights ..between Boom and new club. But it will b e a financial struggle. The authorities have inflicted us with stress with the approval of politicians. Mr.Chuck and Miss Cotterel have no consideration for anything else but votes. Anything for votes @!
ReplyDeleteThe authorities and politicians try to pass this noise pollution and abuse of citizens rights as helping the community. Its a lie and people are getting a cut from the dance. This morning I saw a vehicle on Constant Spring Rd with the back windshield tinted advertising the March 15th dance. ENTRY to a dance in the road IS %1499 per persomhperson . How do they control the crowd to collect? By opening the 12 foot gates built to cordon off the road.

Boom party takes control Sundays, sometimes from 6pm and goes all night. You cannot sleep.
Since November, #16 Shortwood Rd has a club . This operates the other 6 nights. This is the top of Upper Waterloo Rd and Shortwood Rd at the stoplight. Behind this club is a church then an apartment complex. Thats how close a residential building is located. Then the entire Rd continues with Apartment and Townhouse residences. Last night the clubs' noise could be heard the entire Rd going past Megamart. Residents could not sleep.
Do not buy or rent in these areas. You and your family will have no peace. Boom is politically supported and now being imitated. It will only get worse as Boom cannot stop, it is politically supported.
I agree with you. Potential home purchasers need to be aware of the serious disturbance to their children in terms of homework and rest. This new club has been getting louder . They are every evening but boom night.

ReplyDeleteI am a Dr. renting a unit in La Palermo at the bottom end of Upper Waterloo Ave. Tonight, Saturday at 11.42pm, I can't sleep and I am on duty tomorrow at UHWI. A club at the top of Upper Waterloo Rd and Shortwood Rd has been operating since October and operates 6 nights per week. They play very loud music and is a noise nuisance. Tomorrow is Boom which will be all night.

I am realizing that the units in LA Palermo are not renting quickly and quite a few are empty. This is because of the noise nuisance. I totally agree with a comment warning people not to buy homes on this Ave as well as Drumblair. WE ARE TIRED. It's now a 7 night noise nuisance.
Unfortunately, I have to wait until my lease is up to leave this Community.
How could a permit be given to this Club when the first residential complex is 1 building away?
Most of Upper Waterloo Ave is residential.
There does not appear to be any zoning and noise control regulation when building permits are granted as well as consideration to proximity to residences when granting club licensing and dance permits.

You are so correct. I am up ,all tense ,not knowing when they will blast it high tonight. I did not get any rest before 2 am yesterday because of the new night club. I am.tired of hopscotching between sleeping with children as the noise hits my bedroom. It's as if I am at the club or dance.

Could we form a group and post a petition on The Post Office notice board and send notifications to residents and complexes along Upper Waterloo Road and in Drumblair? We could then send this to Superintendent Sweeney requesting it to be moved and controlled or stopped.
It is a very hopeless situation when you have your home and family and you cannot rest nor know what level of noise you will get any night.
ReplyDeleteThe situation with Grant's Pen Avenue being authorized to be used as a venue for a money making event,Boom, every Sunday night in the middle of the road in an area with a concentrated population is wrong ,anyhow you take it. The authorities are not upholding the rights of citizens. They thought they could do this indefinitely because the community is poor. But it has escalated out of control and is affecting up to 2 miles away from the venue. It is now affecting middle income citizens ,who are holding accountable Grant's Pen Police and Superintendent Sweeney of Constant Spring , who signs permits for a dance in the open, whose noise travels, to go until 4 am and actually they stop at 5am, the night before work and school.
Now we are affected by a club which opened up at 16 Shortwood Rd , the top of Upper Waterloo Rd since November. Last night was very loud ,they open 6 nights per week. We ,on Upper Waterloo Rd are losing our rights to rest and grow our children in peace. When you call 119 they have the audacity to ask if the noise can be heard so far away.This Boom event is very profitable to the organizer...no venue rental and entry fees of $1499 per person. 1000 persons earn them millions plus drink sales. This needs to stop.
Drive along Upper Waterloo Rd and you will see apartments for rent and sale for over 2 years and not being sold. The Noise issue is affecting real estate sales on this Rd and soon Drumblair .
I would like to suggest the venue be moved to the football field by the Juici Beef in front of Immaculate High School and near to Constant Spring Police station where it can be monitored or moved to Shortwood Primary Schools' field.
Last night we had little sleep because of16 Shortwood Rd and tonight Boom started from 7.30 pm.

This is politics at its worst. Boom has set a precedent in these Communities. It is we can do what we want as Boom does it without any issues.
