Many Jamaicans have been sending me messages about the Auditor General's report on the University Hospital of the West Indies.  Can you imagine that no documentation has been found for contracts valued at JAD521 million. I said to myself, "A mussi dream mi a dream". 

I have said it before that the Integrity Commission is a bureaucratic organization, and its only useful purpose is to collect taxes from public servants and politicians and create political fodder that is very useful during election periods. 

We need to strengthen the Auditor General's department and strengthen the role of the Auditor General. There is no need for the Integrity Commission. The auditor general's department should be modernized and have an increased staff complement so that all departments can be audited regularly. The auditor general's department should be able to audit all government departments at least once every two years. Each board should have an audit board sub-committee, and this committee should review the internal audit report and the activities of the audit department. The internal audit department head should report to the board and the Auditor General's department.

Many of these things are required but not done. If they are not done, then the law should have serious sanctions to deal with the situation. Imagine you can have a department that has not presented to parliament audited financial reports for many years. The CEO of that entity should be sanctioned and relieved of his or her post immediately.

I received this message from a supporter:

Good afternoon Mr Darby. Can you believe that the University Hospital doubled their registration fees? First time visit was $2500,that's moves to $5000. Follow up visit was $1200, now it is $3000.

I have two appointments for today. I was expecting to pay $2400, I have to pay $6000.

What we domestic helpers and low income earners are  going to do Mr Darby?

LORD HELP US

Jamaicans should not get sick at this time.  There is a car park for which they are charging visitors and outpatients exorbitant fees to park their vehicles at the UHWI. I wonder if those fees are being audited. 

They need to get some handcart guys to take the patients and visitors from the car park to the various destinations. Poor people need to eat a food too. I am sure those who collect the funds at the hospital are singing the song,

Many things are not right at the UHWI bur everybody is afraid to talk. This includes those who have retired. Dem mussi fraida obeah.

It will be interesting to see who will be held accountable. Remember now, it will soon be nine days!

  3. Corruption is rife amongst the people in Jamaica and they all want to blame the Government to take attention away from themselves. I agree. Bolster the Auditor General's Departmeht and the Internal Audit Department in all Ministries and Agencies of Government as there are far more corrupt Civil Servants than their are corrupt Politicians.

  5. Workers have been complaining for years, but no one in authority is listening
    Quality of patient food is an issue.
    Cost of landscaping is an issue.
    Cataract extraction and replacement machine has not worked for years. Great loss of revenue to the hospital.
    Poll the workers - so much would come yo light.

  6. Vernon, I agree that the Auditor General team ought to be strengthened but I cannot understand your opposition to the integrity committee - they too ought to be given more resources. Politicians (more that most other groups) are critical to the functioning of Jamaica so they must be under constant and critical scrutiny.

    1. I believe that with an effective Auditor General Department, there will be no need for the bureaucratic Integrity Commission. We already see how the work of the IC can bring down a prime minister, and nothing has been proven. This can have a negative impact on the stability of our democracy. The joke is that the IC handed the work to other government departments to complete its work on the PM. That is a complete waste of time. We have enough systems and institutions to ensure accountability, and we must make them work. Only the people can push for that. The IC get documentations from all the politicians and public servants, and they do not have the resources to go through all of them. Spear fishing is what is needed, and not net fishing.

  7. Stop fooling yourselves MOST JAMAICANS ARE CORRUPT/CRIMINALS.
    Think about it Crime = Any behaviour that attracts a fine or imprisonment.
    Corruption = Using one's
    power to facilitate oneself,friends family etc over others.

  8. You are correct we are all criminals and corrupt no one excluded even your favourite pastor,politician,blogger,priest or policeman all of us welcome to Jamaica land of criminals, corruptors and corruptees.
    To change this situation we must enlighten people so they can be their own Indecom,Police and Integrity Commission.
