THE PEOPLE ARE SENDING A MESSAGE
#JCF #Crime. Corporal Arlene McBean, the Chairman of the Police Federation should understand that a criticism of the Jamaica Constabulary Force does not mean that the police officers are not doing their best. Jamaicans have been criticising the force as an organization for a very long time. Their criticism is based on the fact that some officers have committed certain acts and have gotten away with it. That brought about the need for INDECOM.
IT'S THE SYSTEM
The system involves everything about the police force and this is what Jamaicans are not happy about. We have concerns about the organizational structure, the system of accountability, the poor enumeration, emoluments is based on collective bargaining rather than on performance, not enough use is being made of technology in crime fighting, the JCF needs a more proactive approach to crime fighting rather than waiting until a crime is committed and we also need a police division which decent citizens respect and crimminals fear.
To achieve all of this we might need a complete transformation of the police force. Let us ask ourselves these questions: Why the public does not have a say in the selection of a Commissioner of Police? Why not have persons shortlisted for the post of Police Commissioner who would then have to appear before a senate committee?
CITIZENS SHOULD HAVE A SAY
We should allow citizens to vote for parish Commanders for the Parish Security and Protective Services Division. We just might need a new National Security And Protective Services Department. It could be complemented by the Parish Security and Protective Services Division.
A criticism of the JCF as an entity does not mean a criticism of the performance of individual police men and women.
THE MINISTER & THE PEOPLE ARE NOT HAPPY
Police officers, the Minister and the people are not happy with the present system. It's time for a change and being our humble servants you need to share your opinions as humble servants of the state and flow with the change. We are not compelled to accept all or even some of your ideas but it would be good to listen to what you have to say.
