NEPA's Board Needs To Review The Status of The Organization's Leadership

NEPA's CEO Leonard Francis and Paula Llewellyn, DPP

These pollution challenges of the Rio Cobre river and the subsequent missteps in the Trade Wind case and the Wisynco case have resulted in a national migraine headache for all well-thinking Jamaicans. The intensity of this headache is unbearable, and the only solution is to deal with this matter surgically. Some people at NEPA need to consider an early departure from the organization.

In the Trade Wind case, I cannot understand how a criminal case can be dropped without consulting the DPP's office. We now have this recent case where the investigations and the evidence do not meet the threshold of the prosecutorial team being able to build a viable case in a court of law.

Should the people believe that those who are involved at the National Environmental Protection Agency lack the knowledge and the technical skills to carry out the type of investigation which can stand the rigorous tests in a court of law? Has the name of NEPA been changed to NBPA - National Business Protection Agency? CEO of NEPA, Leonard Francis, are you still at NEPA?

I find it interesting that NEPA had a press conference after the DPP had made her ruling on the matter. Did they believe that the DPP's office had made a blunder and the lawyers in the DPP's office did not know what they were doing, so the intention was to run a campaign against the DPP's office?

This matter, like others, cannot be thrown out until we lift the veil of the organization called NEPA, and individuals are held accountable for this mess. I will assume that because the press conference was called by the management recently, the management believed that NEPA had a case. If that is the case, then they should pack their bags and go.

Jamaica has too many incompetent persons in the public sector, and politicians get blamed for their incompetence. No wonder we are now asking political leaders for their job descriptions, because they are now workers. The DPP's Office, National Health Fund, and the Registrar General's Department are some of those departments which stand tall when it comes to service and being accountable to the people.

Don't ramp with DPP Paula Llewellyn. She has a soft and kind heart, and she believes she is the servant of the people. Do not be fooled; she is a tough cookie. I hope we can still benefit from her experience, skill, and knowledge after her retirement. She could be a consultant at the DPP's office. The private sector could sponsor a chair at the UWI for her to do research to document her work and share her story. The law school would certainly benefit from her experience. She is, after all, our first female DPP, the longest-serving DPP, who has done a dam good job! Those men who have made undignified remarks about this first lady of law in Jamaica owe this woman of class, an apology.

The DPP's first press release regarding the Wisynco case.

The DPP's second press release regarding the Wisynco case.

Note:

I have not received any press release from NEPA about this matter. They have had a press conference which I was unable to attend and they have been on radio shows.
