As we approach the festive season on this Christmas Eve, the National Solid Waste Management Authority (NSWMA) pauses to reflect on the immense challenges posed by Hurricane Melissa, the strongest storm to ever strike Jamaica. Nearly two months since the Category 5 hurricane ravaged our island on October 28, leaving behind an estimated 4.8 to 5 million tonnes of debris — equivalent to roughly 450,000 to 480,000 truckloads — our teams have been working tirelessly to restore normalcy to affected communities. 

In the five weeks immediately following the storm, we successfully removed 15,000 truckloads of debris, a commendable effort given the overwhelming scale. However, the task remains daunting. Much of this debris consists of organic material — fallen trees, branches, and vegetation — alongside damaged structures, furniture, and other waste. Clearing it efficiently is critical not only for aesthetic reasons but to prevent health risks, such as vector-borne diseases, and to facilitate rebuilding. 

It is with profound gratitude that I acknowledge the Government’s swift and decisive action in bolstering our fleet. On Tuesday, Prime Minister Dr Andrew Holness personally commissioned 10 new tipper trucks, valued at nearly $200 million, dedicated exclusively to the Hurricane Melissa clean-up. These vehicles, acquired through emergency procurement, represent a vital injection of capacity at a time when our resources are stretched thin. 

Speaking at the handover ceremony at our head office in St Andrew, the Prime Minister emphasized that while the task is overwhelming, it is not impossible. He noted the Government’s ongoing discussions with the People’s Republic of China for additional heavy machinery, including excavators, front-end loaders, and more trucks, to further accelerate the process. This support aligns with broader efforts, including collaboration with the Urban Development Corporation for targeted cleanups in hard-hit areas like Black River, St Elizabeth. 

These new tipper trucks will be deployed immediately, allowing us to redirect existing vehicles back to regular garbage collection routes. This will help address backlogs in household waste pickup, easing the burden on residents who have patiently endured disruptions. 

To our fellow Jamaicans: We see your resilience daily. The spirit of community that has emerged — neighbours helping neighbours, volunteers lending hands — inspires us all. As we clear the physical mess left by Hurricane Melissa, let us also rebuild with stronger preparedness. The NSWMA remains committed to a cleaner, safer Jamaica. With this governmental boost and international partnerships, we are better positioned to respond not just to this disaster, but to future events.
