DCS Officer Charged Based on INDECOM's Investigation

January 15, 2026 – On January 13, 2026, a member of the Department of Correctional Services (DCS), Correctional Officer Romel Wilkie, was placed before the Kingston and St. Andrew Parish Court, in relation to an assault of a male inmate. The incident occurred on February 26, 2025 at the Horizon Adult Remand Centre.

Following an investigation by the Independent Commission of Investigations (INDECOM), the Office of the Director of Public Prosecutions (ODPP) ruled that Correctional Officer Wilkie should be charged with the offence of Causing Grievous Bodily Harm with intent contrary to section 20 (1) of the Offences Against the Person Act. The allegation is that the complainant was hit in the face, in the vicinity of his ear, by the concerned officer during a cell search for contraband. Medical evidence indicated that the complainant’s left eardrum was ruptured.

Correctional Officer Wilkie was bound over and the matter was set for trial to begin on April 14, 2026.

Since January 2024, fifty-six (56) law enforcement officers have been charged in relation to incidents investigated by INDECOM. Of that total, six (6) members of the DCS have been charged.
