In light of the recent hurricane disaster, it's imperative that we reassess our national priorities and implement a comprehensive plan to rebuild and revitalize our country. The government's tax-relief initiative for business operators in downtown Kingston is a step in the right direction, but it's crucial that we extend these benefits islandwide, with a focus on the poorest parishes that have been severely impacted.
The Planning Institute of Jamaica's (PIOJ) studies reveal stark realities about poverty and wealth distribution in our country. While Kingston and St. Andrew may be the wealthiest parishes, others like St. Thomas, St. Ann, St. Mary, and others have been left behind. The PIOJ's consumption poverty line figures are a wake-up call, highlighting the need for targeted support.
The recent Catastrophe Bond payment of US$150 million (approximately Ja$24 billion) presents an opportunity for us to make a meaningful impact. Allocating Ja$5.8 billion for hurricane assistance and Ja$18.2 billion for infrastructure repair is a start, but we need a more comprehensive approach.
I propose the establishment of an Inter-Ministerial Committee, led by the PIOJ, to develop a new act: the Rural-Urban Renewal Tax Relief and Incentives Act (2025). This act would provide tax relief and incentives for business operators and families to rebuild and develop rural, urban, and inner-city areas across Jamaica.
It's time for us to think beyond Kingston-centric policies and recognize the potential of all our parishes. We need to empower local communities and provide them with the tools they need to attract investments. This is not just about rebuilding; it's about creating a more balanced and sustainable economy.
I urge our leaders, citizens, and civic organizations to join forces and lobby for a nationally balanced opportunity. Let's work together to rebuild our nation and create a brighter future for all Jamaicans.
To those who would seek to exploit this crisis for personal gain, I say: back off. Let's prioritize the well-being and safety of our communities.
