Councillor Cleon ‘Pancho’ Francis of the Knockpatrick Division has died.
He is the only sitting JLP Councillor in Central Manchester having won the division in 2012 despite the swing against the JLP then, and the landslide in 2016 against the well known businesswoman and then President of the Manchester Chamber of Commerce Wendy Freckleton.
He was also serving as Leader of the Minority Caucus of Councillors in the Manchester Municipal Corporation.
