Jamaica Constabulary Force On Collision Course With Government?

Based on information that I am getting from various sources, it seems to me that all is not well  between the rank and file of Jamaica Constabulary Force and those who are in charge.. The results of the Don Anderson poll have also come at a bad time. The poll results show that the Commissioner of Police and the Minister of National Security enjoy little or no confidence among the people of Jamaica. The Prime Minister must at this time surround himself with thinkers and visionaries to look into this matter which concerns a crucial aspect of national life..

The following are some concerns:

  • Members of the JCF say that INDECOM has been meddling in police matters but since the appointment of the new INDECOM head, things have improved.
  • It is felt by some persons that the system of promotion within the JCF is not fair. Some feel that the system is structured to favour loyalist to the Commissioner of Police
  • One source expressed concerns about the accuracy of crime statistics from the JCF and the fact that the JCF has had to take on non police personnel to do its communication work.
  • Recent reports indicate that the police groups have rejected the government's compensation package. The groups contend that the offer for security officers put them in a worse position. These groups include the Police Officers Association, the Police Federation and the District Constables Association.

.Interesting days are ahead, and one could see the Prime Minister getting more involved in security matters. The Don Anderson poll has simple reinforced what many in the police force have been saying for a long time one source said.

    1. Mr Derby I am not surprised of the poll findings, it’s a true finding. While I will agree that the police force needs certain members of higher standard of educational background to identify the scientific method of crime been committed there are not much changes in the rule of law. The top level rank of the force have no experience they came in with degree or while serving spent of their service going to school then promoted to the highest rank and put in charge of sensitive area, while the Inspector down to the constable are trying to put the crime monster under control .there are several members in the police can do a better job than the high rank “ON PAPER OFFICERS “several frustrated retired members out there will do a better job

  3. The entire force needs dismantling. The same actions will produce equal results. House cleaning is necessary. They need a new brand of leadership with new fresh thinking. Changing Anderson and replacing him with another like-minded individual will have us going around in circles like the Israelites in the wilderness. Maybe it is time for an experienced non-Jamaican commissioner, if legislation allows it.
They have issues with how promotion is attained? Deep corruption. Very concerning. So they need to rid themselves of corruption first before trying to fight it within the country. We all know a house against itself cannot stand.
It's not one or two dirty ones; it's a culture of corruption. Everybody turns a blind eye and it keeps getting worse. Police in bed with criminals to boost their salaries is quite common. There is no ethics. We need persons who are committed to the job regardless of the paycheck, like garbage collectors.
They need to change how they recruit and ensure emphasis is placed on moral conduct and integrity. Some of them are worse than gunmen and crime itself, and this is truly pathetic. Quality over quantity. Put measures in place to quickly retire the rogue ones and promote based on conduct and service. Demote the bad and promote the good. Let others share reasons anonymously why said individual must not be promoted with evidence.
Accountability. There is none. They do as they like. They cover for each other, demonstrating publicly that they are clueless about their job duties or don't care. The unprofessionality of cops is never condemned. Are they above law? This problem is very serious and needs addressing. Publicly denounce corrupt acts done by them and remove them from duty and their behaviour will gradually change. They think it's the mafia, an alarm needs to go off. They are public servants; we are the clients and we demand value for our tax dollars.

    1. Police comes from a country therefore if the members of a country is corrupt where are you going to find clean police officers? We like to point fingers without casting the mote from our own eyes. Yes less remove corruption from the force and replace it with what? Or whom? Maybe it is also time to head every organization with non Jamaican leaders to help build our economy. We need to think strategies to help the police fight crime and stop distancing ourselves from the real problem.

  4. I agree with most of the comments. However, the issues at hand will never get better until we revisited the original policing format. Promotions left morale, without promoting from within, the entire rank and file will always push back. Policing is learned from the trenches, not in universities or colleges. You cannot take an individual who doesn’t have the skillsets to lead. Education is essential but walking the Beat is the foundation for policing, it brings, street smart, knowledge, experience, wisdom, etc. So, those are the individuals we should be promoting who started from the ground up, who understands the culture and environment of the organization.

The police can also, police themselves.
No one want to be in a corrupt or corrugated organization. It is embarrassing to the individual who is following the principles and policies of the said organization.
