Attention Motorists - This Is A Must Read!



Tax Administration Jamaica's (TAJ's) new electronic motor vehicle fitness and registration system will have some challenges. The TAJ needs to answer some questions so that motor vehicle owners can feel comfortable with this new system. 

With the new system, motorists will no longer need papers such as the fitness certificate. This will be electronically stored, and the police will have access to the information. This is a welcome change because police officers will no longer need to stop you to ask you for your motor vehicle papers. 

I see some potential challenges with the system. Any license plate can be affixed to a car. This means that in an accident, one cannot rely on a license plate to uniquely identify the car's owner.

With the current system, you can pay for your vehicle insurance, and the payment is not reflected in the police system. You can, therefore, be ticketed.

TAJ needs to address these issues as soon as possible before it blows up.

With this new system, all vehicles should have a tamper-proof sticker attached to the windscreen with a unique number that identifies the motor vehicle. This should be non-transferable. Motor vehicle owners should be able to check their accounts to see that the system has the correct, updated information.

Comment…Both features are expected to remain across the island over the next few days. Expect windy conditions to persist, especially across southern parishes, due to the presence of the Low-level Jet Stream. Additionally, a plume of Saharan Air Layer currently across the central Caribbean is forecast to bring hazy conditions across Jamaica through to the end of the week.

  1. This system is dam foolishness. Why change the present system to something worse. The person who came up with this idea is a fool. Why only the police will have this information. I see a big problem looming ahead. Let the present system stay in place until they can find a better way

  2. Well, if you have paid your insurance and
    the payment is not uploaded and not reflecting - the motorist should be able to show proof of insurance certificate or cover note - hard copy or digital

I think that if they really want to go digital/paperless, they could have a tamper proof sticker, like they already have for the licensing of the car, but instead of only the license information, it could have a barcode with all the information related to the car. The officer would then scan the barcode on the sticker and get the required information. The officer would be able to verify that the plates on the vehicle actually belongs to it. Maybe they could have a separate one for insurance, or maybe the insurance companies could have a way of scanning the barcode on the license sticker and update the information in their system instead of having a separate one. It’s a lot harder to switch a windshield than a plate.
