KINGSTON, Jamaica – Candidates who contested the September 3, 2025 General Election are reminded to submit their election expense report by Wednesday, October 15, 2025. Contributors are also required to submit their declarations by the same date.
All candidates or their official agents are required under the Representation of the People Act (ROPA) to submit the Return of Election Expenses within six weeks of Election Day. The report must be submitted on the prescribed form (Form 22). The law limits election expenditure by a candidate, whether independent or representing a registered political party, to a maximum of $15 million.
Candidates are also required to submit a Declaration of Candidate (Form 7), stating that he/she has not received contributions from an impermissible contributor as described in section 52AT (1) of the ROPA. Additionally, where applicable, candidates are to submit a Return of Contribution from Impermissible Contributor (Form 3) and/or the Transmission of Contribution to Accountant General Where Identity of Contributor Has Not Been Disclosed and Cannot Be Ascertained (Form 4).
Contributors who donated to funding election campaigns are also reminded that the Declaration of Contributor (Form 5) and the Receipt for Making of Contribution (Form 6) also become due by October 15.
Submissions should be made to the Returning Officer for the constituency in which the candidate contested the election, or to the Director of Elections at 43 Duke Street, Kingston, for the attention of the Legal Affairs and Compliance Department. Upon receiving the submissions, the Electoral Commission of Jamaica will publish a summary of the declarations provided by the candidates.

I would love to know which candidates employed someone to record and manage their constituency accounts. Will the Electoral Office audit each report? I might be wrong, but this seems like another bureaucratic system put in place to provide work for people.
It will be impossible to ascertain how much each candidate gets. If the law allowed tax concessions to persons/businesses who make political donations of for example, JAD1 million or more to a maximum of JAD5 million, then that could be tracked.
Which politician will tell you the total funds received? During elections, who has the time to get a receipt for funds spent and to tabulate this in a form for reporting purposes? When you find that out, let me know.
