The following message was sent to me by an importer. It will be sent to the customs department to get explanations for these questions.

Hi Vernon. I am trying to understand the custom fees and GCT on hurricane relief supplies. Because these are not the only fees that we pay on imports.There is CAF and ENVL which I don’t think a lot of us are aware of? Can you give some clarification on these. ( Even though we get a break from Customs and GCT we still have to pay these other fees)
A Starlink mini kit that costs US$214.00 costs JA$5020.00 to clear. The understanding is goods or supplies that are on the list of hurricane relief are customs duty no charge and GCT no charge. However we still have to pay CAF fees and ENVL fees which I don’t think many persons are aware of. I was of the understanding that we would pay shipping fees only. And I don’t hear anyone talking about these other fees. I just want to make sure that we are not paying unnecessary fees.Because in Jamaica we are having serious TRUST issues.
I understand that there are 4 different types of taxes, importer get a waiver from customs duty and the GCT. But they have to pay the other two. I wasn’t aware that we pay so many different taxes.

Note there is an alleged 47% total tax on gas at the pumps part of the MPSEM.
When a teacher store clerk,hotel workers or a soldier gets their salaries, apart from deducted taxes they are additionally subjected to GCT at the shop/store/supermarket.
Then Environmental levies and all sorts of fees traffic tickets,fines and others.
They end up being the recipients of an onerous stressfully taxing horror story.
The poor and middle classes pay taxes .
The upper and wealthy classes strive under various Incentives Acts.
The Agricultural Incentives Act.
Hotel Incentives Act.
The Freezone Act to name a few.
Let us now have a
People's Incentives Act now by abolishing all direct income taxes like is done for Hotels,Agriculture and other large enterprises.
Level the playing field for all Jamaicans.
The time is now GCT and the plethora of fees fines and levies can do the job most efficiently.
Have no fear abolish Direct Income Taxes and see the country's GDP grow removing Jamaica from having the 2nd poorest country in the Caribbean.
The PSOJ,JMA and other members of the business classes,the Government and Opposition must join in this Peoples Incentives Act that includes the abolishing of Direct Taxation for all Jamaicans.
