Minister of Health & Wellness, Dr. the Hon. Christopher Tufton, CD, MP, has secured the support of some 20 unions and professional associations representing workers across Jamaica's public health sector for the Ministry's Accountability Framework, following a meeting on Wednesday (July 8).
The meeting, which brought together representatives from a wide cross-section of the country's public health workforce, provided an opportunity for open and constructive dialogue on the Accountability Framework and its role in strengthening governance, improving service delivery, and enhancing the overall performance of the public health system.
Dr. Tufton welcomed the engagement, describing it as another important milestone in the Ministry's efforts to build a stronger, more transparent and responsive health sector.
"The Accountability Framework is about ensuring that every part of our public health system is equipped and empowered to deliver the highest standard of service to the Jamaican people. It is not about assigning blame or creating unnecessary bureaucracy. Rather, it is about establishing clear expectations, strengthening leadership, improving performance, and fostering a culture of continuous improvement," Dr. Tufton said.
The representatives of the unions and professional associations participated actively in the discussions, raised important issues, and expressed their support for the principles and objectives of the Framework.
"The consensus reached today demonstrates that we all share the same goal—a stronger public health system that delivers quality care for every Jamaican. I am encouraged by the willingness of our unions and professional associations to partner with the Ministry as we implement these reforms," added Dr. Tufton.
The Accountability Framework forms part of the Ministry's broader programme to strengthen governance across the public health system by improving oversight, enhancing operational efficiency, clarifying roles and responsibilities, and promoting greater accountability at every level.
The Framework also supports improved performance management, reinforces sound financial and administrative practices, and seeks to create a culture where excellence, transparency, and patient-centred care are embedded throughout the health sector.
During the meeting, stakeholders agreed that meaningful accountability is essential to sustaining public confidence in the healthcare system and ensuring that health professionals are supported in delivering safe, effective, and timely care.
President of the Nurses Association of Jamaica (NAJ), Mrs. Dawn-Marie Richards, who was present, noted that “the Framework is a bold step towards accountability by all and will ensure that standard operating procedures are maintained and that there will be favourable outcomes for all stakeholders in the service delivery process. This may be a new phenomenon for some, but I am confident that this accountability framework will enable us to provide the service that we are called to do.”
Dr. Tufton thanked the unions and professional associations for their constructive participation and reaffirmed the Ministry's commitment to continued consultation as implementation progresses.
The Ministry of Health & Wellness will continue its engagement with stakeholders across the sector as it advances the implementation of the Accountability Framework and other initiatives aimed at strengthening Jamaica's public healthcare system.

Now that we have the framework, what matters now is whether we have a system that rewards those who perform, and those who do not will have to pack their bags and go. There is still a need to have a public service inspection branch for the whole public sector. The complaints about the public sector are numerous. The next department to touch is the National Housing Trust.
