STATE OF PUBLIC EMERGENCY DECLARED

Press Release From The Office of the Prime Minister - 20241204:

His Excellency, the Most Honourable Sir Patrick Allen, Governor-General of Jamaica, in consultation with the security forces, has declared a State of Public Emergency for the geographical area comprising the St. Andrew South Police Division and sections of the St. Andrew Central Police Division.

This declaration follows a significant increase in violent criminal activities within these areas, particularly in communities such as Waltham Park Road, Maxfield Avenue, and Waterhouse. These locations have been identified as hotspots for gang-related warfare which poses public safety risks to residents as well as commuters and bystanders given their use as public thoroughfares.

The assessment indicates that the current level of violence and criminal activity in these communities is extensive and exceeds the capacity of standard policing measures to effectively stabilize the affected communities and restore public order.

Under a State of Public Emergency, enhanced security measures will allow our security forces to disrupt criminal networks, apprehend perpetrators, and create an environment conducive to sustainable peace. These measures will continue to be implemented with strict adherence to constitutional safeguards and the protection of citizens’ rights.

Furthermore, the Government of Jamaica will also continue to address root causes of violence in these communities by actively engaging stakeholders to ensure that accompanying social intervention programmes will provide long-term solutions to the social and economic challenges faced by residents.

The boundaries of the State of Public Emergency are defined as follows:

East:  Starting at the foot of Red Hills at the intersection of Perkins Boulevard, Molynes Road and Red Hills Road, extending in a south-easterly direction along Molynes Road to its intersection with Hagley Park Road and Eastwood Park Road. Continuing in a westerly direction along Hagley Park Road to the intersection with Omara Road, and then onto Chisholm Avenue to the point of intersection with Maxfield Avenue.

South: Extending in a south-westerly direction from the intersection of Chisholm Avenue and Maxfield Avenue, along Maxfield Avenue onto East Avenue to the coastline in the vicinity of Petrojam and extending along the said coastline in the vicinity of the Kingston Container Terminal to the Portmore Causeway Bridge.

West: Continuing in a north-westerly direction from the Portmore Causeway Bridge along the Fresh River and the shared parish border of St Andrew and St Catherine to the west of Riverton, and extending to the vicinity of the western most end of Belvedere Road to Ferry secondary road.

North: Extending in an easterly direction along Belvedere Road to Ferry Road to the foot of Red Hills at the intersection of Perkins Boulevard, Molynes Road and Red Hills Road, the start point.

The Government and the security forces will continue to take all necessary actions to protect the safety of residents and restore normalcy.

Water Crisis In Parts of Kingston

Areas supplied by the Constant Spring plant have been with water since Saturday. Some areas had water early this morning, but those who were not awake did not benefit.

The matter is very serious, and we need to hear from the Management of the NWC and the Minister.

Since the former head Mark Barnett is no longer the head of the NWC, the organization has been without a permanent head.

The service of the NWC has not been at a tolerable level for a number of years. Some staff members do make an effort to serve the people.

If you are having water challenges in your area, send a WhatsApp message at 876 816-5261. Give the name of the area and the period that you have been having water challenges. State who is your MP and parish Councillor.

Act Now To Get The Deranged Drivers Off our Roads

The reports about the two students who lost their lives when a taxi crashed this week tell a story of our society. The student deaths resulted from police chasing a taxi. It is not about an indiscipline driver causing the deaths of two students.

The media and all the well-thinking people of this country should say with one voice, "When the police stop you, stop!

Let me say it for the umpteenth time, "High fines will not reduce the carnage on our roads." Removing those mentally deranged drivers from our streets will reduce the carnage on our roads.

Do you want to help? Click on the link below to report a vehicle and a driver that should be off our roads.

CLICK HERE TO ENTER A REPORT

It will be interesting to see how many people will act.

Note:

Please share this blog with all those who drive and take public transportation. Encourage them to submit their reports.

NWC should return service to areas without water that are served by the Constant Spring station by 2200 EST tonight.

Water Crisis in Areas of Kingston and St. Andrew

Some areas served by the NWC Constant Spring treatment facility are now facing a crisis with no water in the pipes. Residents have been without water since Saturday, November 30, 2023. Before that, the water pressure was low. A Bark Di Trute supporter said that he saw a heavy water flow on Constant Spring Road, which seemed to have resulted from a broken water main.

The matter was reported to the National Water Commission. NWC says they are dealing with the inflow challenge.

Police Chasing Motorists:

Mi sorry fi di poor police dem. Dem complain say dem naw work, and when dem do dem work, dem blame dem.

It is amazing how people in traditional and non-traditional media are blaming the police for the deaths of those two students who lost their lives in a taxi in Clarendon yesterday.

Am I to assume that when police see people who could be criminals in a vehicle, they should not chase them? The police should leave them alone so they can continue to be a menace to society. I say no. Chase them, capture them, and charge them, and we hope the court can convict them and put them away for a long time.

It is the transportation system that is in a mess and not the police force. Many of us support the nastiness we see on our roads.

I would suggest that the transport authority set up a website which gives commuters access to all PPV vehicle licenses on the roads so that commuters can know which vehicles are legal. Commuters could use the app to take a pictures and report the illegal ones.

When a society allows wickedness to reign, we hug up criminals, we hug up indiscipline, we hug up the nastiness, and then we have no choice but to hug up the results of all of this. We can only hope and pray that retribution doesn't reach us.

Mound Left in Road Waiting to Cause an Accident:

This mound shown in the above picture, was seen opposite Fontana on West Kings House Road, last Sunday, December 1, 2023, at 1944 EST. Was this left there by NWC or NWA?  No one seems to care these days. Who is in charge? People feel they can do what they want to do. We criticize politicians, but we need to have a look at those who lead in the public service.

There was no sign there to indicate there was a challenge ahead. I am lucky that I did not run into the mound. Who would replace my car? Dawg woulda nyam mi supper.

More JUTC Buses With No Improvement in Management or the Performance of Workers is a Waste

Report From A JUTC Customer 20241202:

Greetings Dir Derby. For two weeks we had no complaints about the Spanish Town bus but today we are many steps backwards. I joined the everlasting long line at about 1:45. I asked the person at the front of the line and was told that they were waiting from after 12 noon. No JUTC worker in the Transport Center was able to tell me when a bus would arrive. Before I started writing this, a regular size bus came in, followed by a train from Spanish Town. The drivers turned off the digital number and left without loading. I enquired as to whether they were on strike; nobody knew. It is now 2:38 as I continue. I have video of the everlasting long line. It has now doubled. I wish some media person could be here to see the line.

Sir Derby, to continue; it is now 2:57 and one train is here loading. A 26 that travels via Hagley Park Road to Spanish Town should be leaving the Transport Center at 3:00 PM is not yet here. The 26 parks further up along the line from where the 23A parks. However due to indicipline a "CAGE' was built some time ago in order to prevent persons from skipping the line. Those persons who are already in the cage when the 26 arrives have a difficulty getting out to board the 26. This means that persons in the line who came long after many of us will get to board a bus before us

It is now 3:07 and the 3:00 PM 26 bus arrives.

So persons skipped the 26 bus line because there is no cage. This is my reason for thinking that we should all Spanish Town bus at the front the exit if the cage whether it is travelling via Hagley Park Road or Washington Boulevard. The inspector could not prevent persons from skipping the line just now. ALL SPANISH TOWN SHOULD BOARD AT THE EXIT OF THE CAGE. It is not ok for persons who arrive at 3 get to board the bus before persons who arrive before 2. Is it that the persons who manage the JUTC are not thinking or, they just don' t care? The 26 is now leaving the Transport Center at 3:22. Some persons would like to catch the the train in Spanish Town to Old Harbour. No traffic when travel by rail and it is a bit cheaper. But with a system like this those of us who ate going beyond Spanish Town are forced to find more money for bus fare and will not get home before night. It is now 3:30. You will receive this message and the ones before may 3 to 4 hours from now.

Editor's Note:

If we put more JUTC buses on the road to improve the transportation system without improving the management and the workforce, commuters will not see improved services.

More Unstable Weather for Caribbean

Press Release From The Meteorological Office - 20241201 0700 EST:

A Cold Front is projected to stall just north of the central Caribbean by Tuesday and is forecast to remain across the region for the remainder of the week. The cold front will induce a trough, which is expected to generate unstable weather conditions across most northern parishes during this period.

Consequently, the forecast is for cloudy conditions with periods of showers and thunderstorms, which may be heavy at times, to affect sections of northern parishes and especially north-eastern parishes beginning Tuesday morning and continuing for the remainder of the week. Additionally, strong winds are also forecast primarily across northern parishes during this time.

Fishers on the cays and banks, especially those on the north coast, are urged to exercise extreme caution as sea conditions will deteriorate in the vicinity of showers, thunderstorms, and strong winds.

The Meteorological Service will continue to monitor this system.
