KSAMC Body To Review Building Approval Process

The Mayor of Kingston and St. Andrew Municipality Corporation will set up a three-member panel to conduct an administrative review of the building approval process. This panel will consist of individuals who have worked in the built environment and have the skills, knowledge, and experience required to provide proper oversight of the building and planning departments. 

Their main focus is to provide an unbiased assessment of the current process, procedures, laws, and guidelines which currently govern the development approval process. 

The recommendations of this panel will be made public.

The development of Kingston and St. Andrew must be responsible, sustainable, and guided by respect for the rule of law.

Earlier today, the KSAMC continued vital cleanup activities at the Pechon Street and Darling Street Transportation Centres, as part of the Cleaner Kingston initiative.

This collaborative effort between the KSAMC and the NSWMA reflects our commitment to enhancing the cleanliness and overall environment of our capital City.

MEGJC Update on houses being constructed by the NSHP in Central Kingston

The Ministry of Economic Growth and Job Creation (MEGJC) takes note of a publication in the Sunday Gleaner (January 26, 2025) concerning an aspect of the New Social Housing Programme (NSHP) in Central Kingston.

The construction of the two houses highlighted was delayed due to the inability of the Contractor to complete the project according to schedule. The project was not completed despite two requests for extension in the timeline for completion which were granted.

The Ministry is in the process of taking steps to expedite completion of the work as soon as possible to bring intended relief to the persons who the constructions aim to assist. These steps include termination of the contract and re-engagement of the procurement process. The relevant contract was terminated on December 30, 2024, due to non-performance. The tender process is currently being engaged. The Ministry is working towards ensuring that the project is completed by the end of February 2025.

The Ministry is sympathetic to the plight of the people affected and has been exploring steps to bring relief over the short term until the construction process is completed.

It is important to note that the Government of Jamaica relies on contractors approved via the formal procurement process to execute the construction of houses under the NSHP.

There are instances where contractors are unable to complete projects due to security issues, theft of material and labour disputes. The constructions referenced in the Sunday Gleaner article were affected by the above referenced issues.

It is also important to note that the referenced delay cannot be blamed on the NSHP which operates under the auspices of the MEGJC as the Government is duty bound by law to abide by rules concerning engagement of contractors and duration of time before a contract is terminated and a new procurement process engaged. 

The Ministry also wishes to correct the erroneous statement by the Gleaner that the  Municipal Social Assistance Programme is administered by the MEGJC. 

The NSHP has delivered 280 units or 648 rooms, benefitting over 968 individuals, across 57 of the 63 constituencies in Jamaica. Currently, there are 40 active projects being pursued or 80 rooms across 19 constituencies.

Additionally, a total of 75 projects, or 242 units comprising; 419 rooms are expected to commence between the current date and the next financial year.

In the constituency of Central Kingston, to date, 6 housing units have been completed (benefitting 21 individuals) and five (5) units are under construction (this will benefit 20 individuals).

Marcus Garvey Pardon or Exoneration

The charges in the United States against Marcus Garvey in 1923 were using mail to defraud (mail fraud) investors in Black Starline Shipping Company. He was sentenced to 5 years and then deported to Jamaica after serving 2 years.

Instead of being pardoned by President Biden, Marcus Garvey should have been exonerated. Those charges were unjust and politically motivated.

The police and courts of the white supremacist state were designed to tarnish his reputation and weaken his image and movement.

Even today, some blacks are saying Marcus was a fraud in an attempt to weaken his image. His philosophy should be part of the educational curriculum in all black countries.

The reason is that the people lack a coherent identity and direction. They bleach, fight, and kill one another and embrace a culture of poverty, ignorance, and uncivilization.

How else can we explain the Jamaican 98% of African slave descent? The economy 95% of it is owned by 1-2% of the population, mainly non-black/white/yellow people.

Marcus Garvey wanted blacks to recognize that there is no true political power without economic empowerment. Marcus wanted the Negro to maintain focus on those things that matter.

A kind of microaggressive racism has set in where blacks are killing one another or tearing down each other. How else does one explain a little country like Jamaica in 2022 and 2023 being the 1st and 2nd most murderous country on the planet?

Our "fake" political leaders facilitate in every way other races to capture the countries and marginalize blacks.

Blacks have now bought into the idea that all we are good for is to eat, sleep, dance, defecate, procreate, whine, run, fight, and jump, being the world's masquerade and raw material in the thriving illegitimate sector of the crime industry that drives the expansion of the state-led legitimate crime sectors.

The USA is a prime example. Blacks make up 13% of that 340 million population. The reality is that 40% of the prison population are African American and other blacks.

Garveyism attempts to rescue the minds and bodies' "consciousness of the negro from decadence, uncivilized brutish behaviour, prison or an early grave.

Thriving for black economic and political empowerment. The Blackman must do for himself what the white man and other successful races have been and are doing for themselves.

That's the essence of Garveyism and never worry about being called racists while doing for and to ourselves what is right.
