Bursars Being Urged To leverage Technology To Strengthen Financial Stewardship

JIS Press Release - April 29, 2026

Bursars are being urged to leverage technology to strengthen financial stewardship across the education system.

Principal Finance Officer in the Ministry of Education, Skills, Youth and Information, Richard DePass, in making the call, said that technology, including artificial intelligence (AI) and automation, significantly enhances job performance, pushing institutions towards higher standards of efficiency and accountability.

By streamlining workflows, enabling real-time financial reporting, more transparent procurement, and data-driven decision-making, technology allows for a more effective financial ecosystem in education, which translates into better student outcomes, he pointed out.

Mr. DePass was addressing the 25th Caribbean Bursars Conference hosted by the Bursars Association of Jamaica at the Moon Palace Jamaica Grande in St. Ann on April 27.

The Principal Finance Officer, who represented portfolio Minister, Senator Dr. the Hon. Dana Morris Dixon, said that transformation is driven not by systems alone but by people, expressing confidence that Jamaica’s bursars are capable of leading the next phase of growth and innovation.

He noted that AI is a tool to empower, not replace the bursar, encouraging them to show courage in adopting new systems and workflows.

Mr. DePass said that the conference theme, ‘From Adaptation to Implementation: Harnessing the Power of AI and Automation for Financial Excellence in the Education System’, is both timely and necessary in an era of rapid technological progress.

He cited ongoing initiatives, including the MyHR+ system and centralised payroll functions, as evidence that modernization is already under way.

Mr. DePass congratulated the Bursars Association of Jamaica on 25 years of leadership, advocacy and professional excellence through the staging of the annual conference.

He described the silver anniversary as not just a celebration of time but of impact, citing the crucial role bursars play in ensuring that schools are run with sound financial management and operational efficiency.

Referencing the Financial Administration and Audit Act, Mr. DePass highlighted bursars’ responsibilities to ensure proper management of public funds and to translate policy into practice.

He noted that every budget, procurement decision, payroll and record kept contributes to stable learning environments where students can thrive.

“You are the guardians of accountability, the engine behind the operational efficiency of our schools,” he told the school financial officers, encouraging them to consider the legacy they are building for Jamaica’s education system.

The four-day conference, from April 26 to 29, focused on practical strategies to implement AI-driven processes in school budgeting, procurement, payroll, and reporting.

Editor's Note

This could be just another few days at a hotel to listen to speeches. A number of principals and bursars are not interested in change. I am one of those who believe that Jamaica is losing significant funds at our schools.

Train some new bursars and assign them as assistants to schools where the bursars are reluctant to change.

I hope one of these days we will hear that schools are being audited and their final financial reports are made available to their communities.

Contamination of Pam Caribbean Sugar Product, Not Taken Seriously

Jamaicans must be losing confidence in the conditions under which food items are manufactured. Can you imagine it took a man who turned his room into a laboratory to discover that there were unusual materials in the sugar manufactured by Pan Caribbean Sugar Company?

An inquiry should be set up to look into this matter. A news item states that the company had been aware of the challenge since April 12. Did the company make a report to any of the relevant government agencies, including the Consumer Affairs Commission or the National Compliance and Regulatory Authority?

The Ministry of Health sent out a release on April 23, 2026, about this matter and Bark Di Trute has to advise consumers not to follow some of the directives given by the Ministry of Health and Wellness.

Today is Wednesday, April 29, 2026, and the nation is just being advised which batch numbers are being recalled. Can the National Compliance and Regulatory Authority and the Consumer Affairs Commission confirm what the company has said? Has the National Compliance and Regulatory Authority released the findings of its tests?

If the contaminant were poisonous, then it would have probably caused more damage than Hurricane Melissa. Have we investigated to see if the contaminant in the sugar was due to negligence, and if so, what action has been taken?

We seemed to have taken the people of this country for kunumunu.

At this late stage, the Pan Caribbean Sugar Company seemed to have followed the advice of Bark Di Trute. Watch the video below:

Zuleika Jess MP

No Water Coming - NWC

Mr Derby. Again good day. The Santa Cruz and it's environ have been out of water from last September. I have te t you before on this. Hearing pump problem. To buy water it is very costly plus we have to buy these black drum and plummer has to be in the mix. I am wondering g if the water commission  people have trucks.to be transporting. So much water for people and business places. We are suffering with this huge e sense.

Santa Cruz Road Being Fixed

Mr DerÉ“y good morning. The condition of the Santa Cruz road complained about last week. About  Ash Wednesday some work is being done where  cutting out the areas in squares and putting marl. They should follow up right after with asphalt. It's left with the marl then the vehicle pass  over it blow it out and the  rain, no sense in that, it's going  back to square one. Tax payers money is being wasted.  Also, the road work on the pipe line from Gutters to Goshen need to be finished. The drivers have to be bobbing around these mashed up areas  with near misses of accident. It is bad man. This has been going on for about 2- 3 years.

MP needs to ball out for the motorists on this. I hate to drive on these roads.

Thanks.

Gutters To Mandeville Road Being Fixed

Good morning. The roads I complained about Gutters to Mandeville it is being worked on. I went on an errand to SpurTree   couple nights ago with my heart

in my mouth and was plesantly  surprised re the patching. It is a big difference when driving. The fear I had re these roads when driving it diminished the other night. So much better and this is the way the roads all over aught to be. There are some bad spots at Pepper to Santa Cruz that need to be addressed urgently.

Thanks Mr Derby

Breaking News - JSPCA Closed?

I just obtained information that the staff members were locked out of the Jamaica Society for the Prevention of Cruelty to Animals home this morning. This is located on 10 Winchester Road. I understand that the staff members were eventually allowed in.

This place is needed by the government, and I understand that a place was made available to the JSPCA at Hope Gardens. The organization was unable to meet the JAD 200 million cost of preparing the place at Hope Gardens for the five hundred animals. A source informed me that the Hope Gardens land is no longer available.

Whatever we do, we need to take care of our animals, and I hope that the state and the charitable organization can find a way to resolve this matter.

Bark Di Trute would love to hear from the managing director of JSPCA, Pamela Lawson.

I would love for them to remove the words 'Prevention of Cruelty' from the organization's name. The new name could be the Jamaica Society for Animal Care.

Spanish Town Hospital Damaged

Today, the front ceiling of the Spanish Town Hospital A&E Department caved in, reports a Bark Di Trute supporter. The roof was saturated with water from the frequent rainfall. It means that the hospital will be unable to deal with some accident and emergency cases.

We hope to be updated by the hospital's chief executive officer soon.

Breaking News - Citizen Reports Illegal Search To Public Defender.

A citizen in Mandeville has made a formal report to the public defender about police officers waking his family at about 5:00 am to conduct a search. No warrant was initially presented, and when he asked for the warrant, they showed him a warrant that did not have his name or the name of any family member on it.

Copies of the report have also been sent to the Commissioner of Police and the Minister of National Security.

More Media Houses Facing Financial Challenges

Another media house is facing serious financial challenges. Their sales staff have been threatened to make the target, or else .....

Media houses should understand that if you are not putting out material that interests their audience and if they also do not have talented and creative people at the station, then you will have a major challenge.

A radio or a television station is not a manufacturing company. Your hosts are your product and your stars, and you should try to keep your good hosts for a long time. Your sales staff must feel motivated to market your radio hosts and your program content.

Another media house has had the creditors at its gate and a utility company threatening to terminate its service to the company.

NSWMA

I am getting more information about the NSWMA. I understand that the head of one department got someone assigned to her department, and she is totally against that person joining the department. Part of the problem with Jamaica is that we keep on coming up with so many rules to minimize corruption that we are making the system grind to a halt. Management must be given the free hand to employ people who can assist in achieving their goals, whether they have one subject or a PhD.

I am not aware of any tertiary institution equipping persons to work with the NSWMA. The accounting department is probably one exception. An MA in chemistry does not equip you more to work in the NSWMA than someone with a few CXCs.

I do hope that if you have a competent person to do the job at NSWMA, we don't go searching for people with degrees to put them over those persons. That can be demotivating to the workforce.

The Office Of The Public Defender

We have a public defender but no office. It took me the whole of this morning to find out that the office was being moved. The phones were not working. When I eventually found a staff member, she told me that the phone lines were working, but they are down at this time. I remarked that if the lines are down, they are not working.

If an office is about to move, then you should put the information in a conspicuous position on your web page. Indicate that your lines are not available and have a cell phone for taking calls in the meantime. You should also send out a press release advising the public.

So far, I have found their staff very helpful.

Meeting Some Sweet Ladies

On Friday I was at MegaMart with people rushing you as usual to get to the cashier. You know I don't allow anyone to be close to me when I am doing my transaction. The lady behind me was getting very impatient. When we reached outside, there was a heavy shower of rain. I remarked that we should tell God to hurry up and stop the rain. The lady who was rushing me inside was not amused.

A very beautiful lady who was going to shop saw me in my predicament, like the others, not being able to get to our cars. She opened her umbrella and offered to walk me to my car. Yes, that sweet, stately-looking lady is Jhonell Crawford.

Today, I tried desperately to get to the Office Of The Public Defender. I was told that the office is now at the UDC building. I called the UDC, and the charming receptionist, Simonne Gettshalk, offered to make contact with someone who works at the Office of the Public Defender. She did make contact for me. Two lovely ladies: Jhonell Crawford and Simonne Gettshalk. It is not easy to find sweet ladies these days who are willing to help.

Watch Those Social Media People Who Expound Hate Speech

I have been seeing significant hate speech targeting the prime minister on social media. The security forces need to keep a tab on these persons. You never know when these people will take violent action against the prime minister and other leaders.

We tend to mimic what happens up north. It is only a matter of time before we have an attempted assassination or an assassination in Jamaica.
