ODPEM Responds To Auditor General's Audit Report

Press Release From ODPEM, May 13, 2026

Commander Alvin Gayle as Director General - Office of Disaster Preparedness and Emergency Management

Office of Disaster Preparedness and Emergency Management (ODPEM) acknowledges the observations and recommendations contained in the Auditor-General’s Hurricane Melissa Relief Initiative Audit Report, tabled in the House of Representatives on 12 May 2026.

ODPEM takes the findings of the report seriously and recognizes the importance of strengthening governance, inventory management, procurement administration, delivery verification, documentation, and reporting arrangements associated with national disaster response and recovery operations.

The Agency notes that the period under review covers an unprecedented post-disaster operating environment, in which urgent national relief, shelter support, logistics coordination, and recovery activities were being undertaken simultaneously across several affected parishes. Notwithstanding these operational pressures, ODPEM remains committed to ensuring that all relief resources placed under its stewardship are managed transparently, responsibly, and in accordance with the Government of Jamaica’s public financial management requirements.

ODPEM  assures the public that all materials purchased in support of the Government-Directed Roof Repair Programme have been accounted for and brought into ODPEM’s inventory management system. The Agency has also commenced additional measures to further strengthen documentation, stock control, delivery verification, and reconciliation procedures for disaster relief operations.

Utilisation of Donated Relief Funds

In relation to the utilization of donated disaster relief funds, ODPEM advises that funds received in response to Hurricane Melissa were intended to support national relief interventions to support the Shelter Recovery Programme.

In February 2026, ODPEM formally sought approval for the regularization of funds donated in response to Hurricane Melissa, in keeping with the Government of Jamaica’s public financial management, accountability and reporting requirements. This was necessary to ensure that the donated funds were properly treated as public monies, and incorporated into the approved budgetary framework before further expenditure could be undertaken.

ODPEM had also indicated its intention to utilize approximately J$500 million of the regularized funds to support Government and partner-led repair initiatives under the Shelter Recovery Programme, together with other approved relief and recovery projects, including those aligned to donor intent where applicable.

The pace of expenditure must therefore be understood within this wider context. The relatively low rate of cash expenditure from the donated funds was not due to inaction or a lack of recovery activity. Rather, it reflected prudent financial management by ODPEM in light of the availability of almost J$400 million in donated building materials and sundries, which were already supporting the Government-directed Roof Repair Programme.

The availability of these in-kind materials reduced the immediate demand for additional cash-funded purchases of similar building supplies. ODPEM therefore sought to avoid unnecessary or duplicative expenditure from the donated funds, preserving those resources for other approved recovery priorities as the needs of the post-Hurricane Melissa recovery programme continued to evolve.

To date, approximately J$135 million has been expended from the fund in support of the Government-Directed Roof Repair Programme. Some 461 roof repairs have already been completed, and the programme continues to be implemented with the support of the Jamaica Defence Force and other Ministries, Departments and Agencies.

Support for Modular Housing Solutions

As the post-Hurricane Melissa recovery programme continues to transition from structured recovery and reconstruction, ODPEM further advises that J$600 million from the donated funds has been earmarked to support the Shelter Recovery Programme through the Rapidly Deployable Modular Housing Solutions Programme.

These funds will support the construction of concrete bases for the modular housing units. This is an essential enabling component of the intervention, as the bases support safe installation, anchoring, drainage, durability, utility connections and long-term habitability of the units, particularly within Jamaica’s hazard-prone environment.

The construction of concrete bases also protects the Government’s investment by reducing the risk of premature deterioration, instability, water damage, corrosion, structural movement and unsafe utility connections. This element of the programme is being advanced in coordination with the relevant Ministries, Departments and Agencies, including the Ministry of Economic Growth and Infrastructure Development.

Delivery Verification and Corrective Measures

With respect to delivery verification, ODPEM acknowledges the Auditor General’s finding in which delivery documentation for building materials was transported to the Jamaica Defence Force Forward Operating Bases. The ODPEM advises that two delivery slips reflected only a single receiving signature, that of the receiving party, the Jamaica Defence Force. These deliveries occurred outside of regular working hours within the emergency operating environment.

ODPEM reiterates that the materials in question have been accounted for and recorded. However, the Agency accepts that the related documentation process should be further strengthened to ensure that delivery verification remains robust, even under emergency conditions.

Accordingly, ODPEM is taking steps to reinforce delivery protocols, including improved documentation requirements, clearer handover procedures, strengthened reconciliation between delivery notes and inventory records, and enhanced oversight of material movements during relief and recovery operations.

Commitment to Transparency and Improvement

ODPEM views the Auditor General’s report as an important opportunity to strengthen institutional systems and improve the administration of national disaster relief and recovery activities.

The Agency remains committed to full cooperation with the Auditor-General’s Department, the Ministry of Finance and the Public Service, the Office of the Prime Minister, Parliament, and all relevant oversight bodies in addressing the recommendations made.

ODPEM will continue to improve its internal controls, logistics systems, inventory management arrangements, procurement documentation, and reporting mechanisms to ensure that future disaster response and recovery operations are delivered with the highest standards of transparency, accountability and public trust.

ODPEM is committed to serving Jamaicans before, during and after disasters, delivering coordinated support and reassurance, which are especially critical in times of crisis.

Editor's Note

ODPEM should send out a video with simple language that the people can understand. I will assist in distributing it.

Jamaica, It Cannot Be Business As Usual

Prime Minister, The Honourable Dr Andrew Holness, ON, PC, MP

The Governor General
Sir Patrick Allen.
Jamaica needs some changes at this time, and the change should start at the top of the stream with the head of state, His Excellency the Most Hon. Sir Patrick Linton Allen, ON, GCMG, CD, KSt.J. My concern is that if he continues longer and the public sees him as ineffective, then when we have discussions about constitutional changes, the people will believe that having a ceremonial president is a waste of time.

The next place we need to make changes is to change some of those who surround the prime minister and the heads of certain organizations. The Prime Minister has the greatest opportunity, besides PJ Patterson, to make Jamaica great. PJ failed us miserably, and we cannot afford to have another long-serving prime minister fail our country. Jamaica has spent too many years since 1972 sliding down a slippery slope. It is time we get up and move!

There are a few members of parliament who need to resign in a dignified way, and they should receive all the accolades that they deserve. At this stage, it is time to go home and enjoy your life with your family and friends. When I mention that, I think of Sista Portia, who was not all that old, and she has spent the best years of her life serving the people. Now, she cannot even enjoy her golden years. Tek sleep mark death. What has happened to Sista Portia can happen to anyone.

We have wasted time arguing about this NaARRA bill, and I am sure that we could spend more valuable time making long-term plans for our country. Someone asked me why the PM did not appoint someone to be in charge of the reconstruction using emergency procurement powers to get things done quickly. I cannot answer that question.

The performance of some opposition members tells me the JLP will get a fourth term in parliament. While getting a fourth term is good for the JLP leaders, there are other things we need to address.

We need leaders in the public sector who are decisive and pragmatic, have strong personalities, and can get things done with little or no direction or intervention from our political leaders. They just need to follow government policies. Those who are undermining the government should pack their bags and go! When good leaders are missing, we tend to lean too much on our political leaders, and that can be problematic. Of course, I keep hearing about the bureaucracy that is aggravated by the procurement system. Who set up this procurement system? Let's fix it now!

This is Jamaica's last chance to get things right, or else I see a dark tunnel ahead. Some will say that dawg nyam wi supper. PM, we need some new political blood who are genuine leaders and new leaders in the public sector. Too many people only care for themselves. When I listen to our parliamentarians, too much time is spent on the "I" and not on the "We," the people.

The Melissa reconstruction work must start now and not tomorrow. The next hurricane season is upon us.

I note the negative Auditor General's report in the media about ODPEM. Somebody needs to respond now to the public. Just sending out a press release alone will not work. A political leader is not the best person to respond at this time. We should also record a video response that can be shared on social media.

Mr PM, it cannot be business as usual. We need the best-qualified experts in the respective fields in the public sector to head entities. We need people who are best able to advise the political directorate on technical matters. This is even more important, especially after the impact of Hurricane Melissa.

Editor's Note

The people are fast asleep, and we must wake up. This is not a time to tear down a government that was duly elected by the people last year, but we can ask them to make some changes NOW!

Irie FM In Major Dispute With Former Veteran Employee

Hon. Pearnel Charles JR

Irie FM is in a major dispute with Ms Beverly Davis, a former veteran employee of the company. This dispute has been going on for many years with no end in sight. The matter has to do with Ms Davis having to leave the company due to an environmental hazard at the Irie FM office, which she claimed affected her health severely. She had to see the company doctor at the time. Miss Davis would be entitled to pay relating to having to leave the job, damages for the effect on her health and also other employment benefits.

The Minister of Labour and Social Security's intervention was sought, and the matter is now being dealt with by senior officers at the ministry.

The claim runs into millions of dollars, which could put the station in further trouble if it is not settled at the level of the ministry.

Workers are reminded that they should be aware of their working environment, which could affect their health. If the work environment is affecting your health, then inform the company, see your doctor, and also report the matter to the Ministry of Labour and Social Security.

This is another case that Bark Di Trute is lending its support to.

Kathlene Reid Dies At 101

Kathlene Reid

Miss Katlene Reid, who was born in Montego Bay and lived in Denbigh, Clarendon, lived a full life. She was 101 years old when she passed on recently.

She has three children, fourteen grandchildren, and four great-grandchildren.

Many would love to know the secret of her longevity, and if you asked her, she would have told you that she loves chicken and rice. Probably, if fast food were available when she was younger, then her life would have ended earlier.

At 101 years old, she saw Jamaica going through quite a bit, including the experience of World War II, Jamaica becoming independent, and living in an era when pickney had to have manners.

Grandma, you did well, and I know that your family and friends will have a beautiful send-off party for you.

Menopause and Andropause Policy Being Developed

JIS Press Release, May 12, 2026

The Honourable, Dr Christopher Tufton

The Ministry of Health and Wellness is developing a national menopause and andropause policy to address the impacts of the age-related changes, which affect approximately 400,000 Jamaicans.

Minister of Health and Wellness, Dr. the Hon.  Christopher Tufton,  said that the draft is nearly complete, following stakeholder consultations, and is expected to be submitted to Cabinet this month before being sent to the Chief Parliamentary Counsel.

He was making his contribution to the 2026/27 Sectoral Debate in the House of Representatives on Tuesday (May 12).

Dr. Tufton said that menopause and andropause are being given major focus this year because the conditions impact on the health and well-being of thousands of Jamaicans.

He noted that menopause typically affects women in their 40s and 50s, with approximately 240,000 Jamaican women falling within that age group.

Symptoms such as hot flashes, fatigue, mood instability and vaginal dryness can significantly affect quality of life and productivity, he pointed out.

“We have been silent on this issue and these are our women… in the very important productive years of their lives. These are our mothers, our aunts, our sisters. The time has come for us to right-size our health system to respond to this as a problem to overcome the challenges that these women face,” the Health Minister said.

Turning to andropause, he noted that the age-related testosterone decline generally affects men between ages 51 and 60.

He said that approximately 145,000 Jamaican men fall within that age cohort and may experience symptoms including reduced libido, erectile dysfunction, fatigue, depression and loss of muscle mass.

The Minister noted that the condition is often casually referred to as a “midlife crisis” but noted that it should be treated as a legitimate health issue requiring greater awareness and medical support.

He said that international research has shown that countries with formal menopause strategies achieve more consistent care and improved access to services for affected persons.

The Minister also announced plans for a national education and health promotion programme, along with training initiatives to ensure menopause and andropause are included in health professional curricula.

Additionally, a consultant will be engaged to work with professional groups to help normalise discussions surrounding the conditions, including conversations on clinical applications and medication.

Dr. Tufton disclosed that work is already under way through the efforts of Professor of Public Health and Ageing, University of the West Indies (UWI), Mona, Dr. Denise Eldemire-Shearer, and an Aging Committee appointed by the Ministry.

Editor's Note
I continue to state that one should not put any designation before a national title. Dr Tufton should therefore be addressed as the Honorable, Dr. Christopher Tufton. How can one put a university degree before a national title?
