PNP Asks, Who Is Running Parliament?

The People's National Party has called for an independent investigation and an urgent House Committee meeting following the resignation of Christopher Cowan, Deputy Clerk to the Houses of Parliament. His is the latest in a troubling pattern of senior departures that threatens the effective functioning of Jamaica's Parliament.

In a letter dated September 29, 2026, Leader of the Opposition, Mark Golding, MP, wrote to Mrs Jacqueline Mendez, Chief Personnel Officer of the Services Commissions. He formally requested an urgent investigation and independent assessment of the circumstances of the resignation and the wider concerns which have been raised concerning the working environment within the Houses of Parliament. The letter was copied to the Governor General, the Speaker and the President of the Senate.

On the same day, Leader of Opposition Business, Phillip Paulwell, MP, wrote to Hon. Floyd Green, Leader of Government Business and Chairman of the House Committee. He urged the Committee to convene without delay, receive a staffing update and determine what action is needed.

"The Parliament belongs to the people of Jamaica, and its administrative machinery must be stable, professional and capable of supporting Members on both sides of the House," said Mr Paulwell.

"When experienced officers leave one after another, institutional knowledge leaves with them. We must address this now, before it becomes a broader disruption of parliamentary operations."

The PNP maintains that these losses strain remaining staff, weaken succession planning and put the independence of the parliamentary service at risk. Every Jamaican has a stake in a Parliament that works.

The Party awaits a favourable response from both authorities.

Editors Note

If there is a high turnover of Gordon House staff, the appropriate persons to discuss the matter with or to write a letter to is the Speaker of the House and the President of the Senate. As far as I know, the employees of Gordon House are not members of the civil service. If the Services Commission is requested to carry out an investigation into what is happening to the staff at Gordon House, then that would be asking the Services Commission to act ultra vires.

Do we know the circumstances why Christopher Cowan is leaving? Did he state that in his resignation letter, and was the letter made available to members of parliament?

It seems to me that it is a breach of protocol  for the letter to be written to other persons and copied to the Speaker of the House. Was the President of the Senate informed?

I think it is also unusual to write a letter and copy your head of state. Why is the head of state being copied?

I would love to get some feedback on the points that I have outlined here.

Do not sell Jamaica lands to China

Jamaica seems to have, or be about to have, a no-holds-barred foreign investment arrangement with China and other countries. Jamaicans must become aware that nobody can buy land in China, not even Chinese citizens. All land in China belongs to the state, cities, or rural collectives in villages.

What you buy is the building and a land use right for a fixed term  for 70 years residential, 40 years commercial, 50 years industrial. Jamaica should adapt this procedure.

What can foreigners do in China:

1. As an individual: You can buy one completed residential unit for self-living, not for investment/speculation. 

Conditions:

If you have worked or studied in China for at least 12 months on a residence permit. 

Provide tax/social security proof (Beijing/Shanghai enforces this strictly) only in the city where you work.


2. As a business:

A foreign-investment enterprise can acquire land use rights for business operations, but only after Ministry of Commerce and local land bureau approval. It's not freehold. You lease the rights from the government.

The law states residential use rights renew automatically at expiry, but renewal fees have not been finalized.

So if any Jamaicans are thinking of buying acreage like you would in Jamaica, USA, Guyana , Barbados, Canada or Cayman, Faget it".

In China, you cannot buy land. You are allowed to lease use rights from the state. Likewise, China should not be sold or given land anywhere; they should only be allowed to lease for a specific time and usage.

What is good for the goose is good for the gander.

PNP Spokesperson Call For Urgent Action On Workplace Safety

Opposition Spokesperson on Labour and Social Security, Wavell Hinds, has expressed deep sadness at the death of construction worker Everton Campbell following a workplace incident at the Sangster International Airport on Friday.

Hinds extended condolences to Campbell’s family, friends and colleagues, noting that no family should have to contend with the loss of a loved one who simply went out to earn a living and did not return home. “I extend my deepest condolences to the family, friends and colleagues of Mr Campbell. The loss of a worker in these circumstances is deeply painful, and my thoughts are especially with his loved ones as they come to terms with this tragedy.”

Hinds said the incident again brings into sharp focus the need to strengthen Jamaica’s occupational safety and health framework and ensure that adequate safeguards are in place to protect workers across all sectors.

He is calling for a thorough and timely investigation into the circumstances surrounding Campbell’s death, including whether the required workplace safety procedures were being observed and whether there were any breaches that contributed to the incident.

The Opposition Spokesperson is also calling on Minister of Labour and Social Security, Pearnel Charles Jr., to provide a clear update on the long-awaited Occupational Safety and Health legislation and a definitive timeline for when it will be brought before Parliament.

In May, the Minister announced that a settled draft of the legislation had been finalised and that consultations were nearing completion, with the legislation expected to proceed to the Legislative Committee before being brought to Parliament. “The Minister has indicated that the legislation is progressing, but Jamaican workers need more than assurances. We need to know where the Occupational Safety and Health Bill now stands, when it will come before Parliament, and when workers can expect the stronger protections that have been promised for years.”

Hinds said the latest tragedy must reinforce the urgency of ensuring that Jamaica has a modern and effective system for workplace safety, supported by proper inspections, enforcement and accountability. “Every worker should be able to go to work with the reasonable expectation that they will return home safely. We cannot wait for another tragedy before treating occupational safety and health with the urgency it deserves. Protecting the lives of our workers must be a priority.” 

Editors Note

Why is it taking so long to have the updated law on Occupational Safety and Health legislation enacted? Probably if we wasted less time in parliament, we would have time to deal with this. Having the law is one thing but having enough inspectors at the Ministry of labour is another challenge.

Every organization should have an occupational safety and health manual which should be read by all employers. Before these workers are confirmed for the job, this document should be read and signed by the worker.
