Charles Jr. Drives Improved Labour Market & Social Protection Delivery

Minister of Labour and Social Security the Hon. Pearnel Charles Jr. has launched for the first time an innovation transformation project to promote a responsive labour market and improve delivery of effective social protection services.  

This project is expected to increase productivity across all his ministry’s programmes and services, with the introduction of an enhanced Information Technology infrastructure and refined operational processes to increase efficiency in the services delivered at the head office and parish offices island-wide.   


The Minister has charged his Innovation Transformation Project Taskforce with the responsibility to examine the structure, define solutions and guide the fulsome transformation of the Ministry’s programmes, including the Programme of Advancement Through Health and Education (PATH), programmes for the elderly and persons with disabilities (PWDs), National Insurance Scheme (NIS), Work Permit, Industrial relations, and Employment Services – both local and overseas. 

The preliminary work of the ITP started last year with the revision of client services to address the complaints of difficulty communicating with the ministry. A full strategy and structure were developed and presented to the task force earlier this week for their consideration. It is expected that the task force comprising a group of experts in both the private and public sectors, will pull on their expertise to now advance these goals.   

In welcoming members of the task force to the meeting Minister Charles Jr. said, “Our services are customer-focused with the expectation that service delivery will be timely and efficient. Therefore, it is essential that our human resources, processes, technology, and physical infrastructure that drive this Ministry must be optimal.” 

The projected transformation which is well underway will see a rollout of processes over four phases. Phase one which is now underway has undertaken the Transformation Project, which includes the revision of PATH, pensions, work permits and the future of work. Each programme area will be guided by a working group to and will include data cleansing of databases within the focal programmes.   

The task force includes Senator Dr. the Hon Dana Morris Dixon, Minister with responsibility for Skills and Digital Transformation, Minister of State in the Ministry of Labour and Social Security, Dr. the Hon. Normal Dunn who has led the preliminary process of the ITP and several industry experts.
