Opposition Spokesperson On Justice, Zuleika Jess Blast Use Of NIDs

Press Release From The PNP - October 30, 2026

Zuleika Jess MP

Opposition Spokesperson on Justice, Zuleika Jess, MP, has strongly condemned the Prime Minister’s announcement that people affected by Hurricane Melissa will be required to register under the National Identification System (NIDS) to access government benefits and disaster relief.

The Opposition views this directive as a dangerous, unconstitutional overreach that weaponises essential humanitarian aid against the most vulnerable citizens during a period of national crisis. "Using the trauma of Hurricane Melissa to force citizens into NIDS registration is completely unacceptable," MP Jess stated. "Families have lost their roofs, their livelihoods and their security. Demanding that a grandmother in deep rural Jamaica navigate a complex biometric identification process before she can receive a ROOFS grant to rebuild her home is both cruel and deeply detached from reality."

The Opposition maintains that there are several critical concerns regarding the government’s flawed policy directive:

A De Facto Mandate through Coercion: By making emergency recovery aid conditional on registration, the government is effectively transforming a voluntary programme into a mandatory scheme through economic coercion.

Violation of Supreme Court Precedent: In 2019, the Supreme Court struck down the original NIDS legislation precisely because it sought to block citizens from accessing essential public services. This new policy directly violates the spirit of that constitutional ruling. No government has the right to deny citizens taxpayer-funded disaster relief because they lack a specific identification card.

Creating Unnecessary Barriers to Relief: Imposing bureaucratic and biometric hurdles after a natural disaster introduces dangerous delays in distributing critical relief aid.

“The assertion that the government cannot deliver timely aid because they cannot ‘identify and verify’ people is a complete fabrication,” stated MP Jess. “In my own constituency, and in hard-hit communities across Jamaica, thousands of affected citizens have already been formally assessed, documented, and verified by state agencies. Yet, one year after the disaster, they have received absolutely zero assistance. If the government already knows exactly who these verified beneficiaries are and still fails to send a single sheet of zinc or recovery grant, how is a NIDS card going to miraculously solve their logistical incompetence?”

The Opposition further rejects the Prime Minister’s justification about preventing “duplication” of resources. The Ministry of Labour and Social Security and disaster assessment teams already possess robust legal mechanisms, TRN records, and verification protocols to track exactly who receives what. The primary crisis on the ground is not aid duplication, but its total absence.

The Opposition maintains that using a national disaster as leverage to push a controversial identification agenda betrays public trust. The government must stop making excuses, stop demanding biometric data from citizens sleeping under tarpaulins, and immediately rease verified funds and ROOFS grants to the thousands of Jamaicans already cleared for aid.

The Opposition urges the government to immediately rescind this heartless directive and decouple all Hurricane Melissa relief grants from NIDS requirements. Disaster assistance must be distributed swiftly, fairly, and transparently based on immediate human need, not biometric data compliance.

Editor's Note

The spokesperson has used a significant amount of emotional arguments to oppose the need for NIDS. These arguments are very illogical. It is a necessary system for a modern society. NIDS is not only important for verifying the distribution of taxpayers' funds and benefits, but it could also be tied to the pension system, so people would not need to submit life certificates.

NIDS will assist in not only identifying people doing business with the government but also those doing business with the private sector.

Many poor people have no proper identification, and NIDS would benefit them. NIDS can be very useful in the fight against crime.

Since an aspect of the original NIDS was ruled to be unconstitutional, the Constitution should be modernized to accommodate NIDS.

We must understand that the benefits of NIDS will not accrue to any party in particular but to the efficient running of our country. There are far more benefits to NIDS which I could mention. Our leaders must be more visionary and support NIDS. If NIDS is not mandatory, then there is no need for it! At least it must be mandatory to get government benefits and to do business with government.
