JLP Calls For Sanctions Against Phillips and Burke

Press Release From The JLP - November 4, 2026

Charles Sinclair, MP and Deputy General Secretary for the JLP.

The governing Jamaica Labour Party is calling for the PNP’s Mikael Phillips and Dr. Angela Brown Burke to be sanctioned for crude, unbecoming and violent conduct in the House of Representatives on Tuesday, November 3, 2026.

Phillips aggressively charged in the direction of West Kingston Member of Parliament Desmond McKenzie after Mr. McKenzie told him not to disrespect House Speaker the Most Honourable Juliet Holness.

When Mr. Phillips shouted at Mrs. Holness and called her wicked, Mr. McKenzie told him to do better and told Phillips to consider whether he would wish for his mother to be spoken to in such a disrespectful fashion.

Mr. Phillips attempted to physically attack Mr. McKenzie and has since admitted uttering expletives in Parliament but made a false claim about what Mr. McKenzie said to him.

Jamaica Labour Party Deputy General Secretary Charles Sinclair says Phillips’ so-called apology is not good enough and the North West Manchester MP should face strong sanctions for his violent conduct, which was caught on videotape.

Mr Sinclair says Phillips also owes Mrs. Holness, Mr. McKenzie, the Parliament and the people of Jamaica an unequivocal apology which is not riddled with excuses and false statements.

Mr Sinclair says video evidence, which has emerged of the PNP Chairman and South West St. Andrew Member of Parliament imposing herself in the parliamentary aisle, in violation of parliamentary convention as the Speaker departed the chamber, and physically assaulting Mrs Holness while shouting “coward” is startling and represents a new low for the Jamaican Parliament.

According to Mr Sinclair, Mrs Brown Burke should be strongly sanctioned for her inappropriate, crude and violent conduct.

The Jamaica Labour Party Deputy General Secretary says this is not the first time Brown Burke has shown utter disrespect to the Speaker, but the physical contact represents a dangerous escalation.

Mr. Sinclair says the Jamaica Labour Party stands with Mrs. Holness and calls on all well-thinking Jamaicans to denounce the despicable behaviour of the PNP representatives in Parliament, whose consistently unbecoming conduct is clearly condoned by the party leadership.

Editor's Note
It is clear in the video that at least one MP from the Opposition side aggressively approached a minister, and the minister had to be protected from possible assault.

MP Burke should have remained in her seat until the House Speaker exited the sitting of Parliament. She went into the aisle, attempted to block the speaker, and made physical contact with the Speaker, Mrs Holness.

I received a report that an MP told another MP, "Go suck yu madder." I have not seen this reported by any media house, and one was not able to hear clearly with the noise and confusion.

This was a day which should be written down in the history books to remind us when bhutoism visited our parliament.
