Subject: Update on Low Water Pressure and Water Disruptions- Constant Spring Network 

Good evening Customers:

I hope this message finds you well.

You may have noticed a decrease or disruption in water flows since earlier this afternoon. This is due to an inflow issue at the Constant Spring plant. The NWC is working diligently to resolve this matter and aims to have it fixed by midday tomorrow- February 28th 2025.  

NB: While the Hermitage Dam is at a good level- it takes some time for water from this storage facility to recharge the system whenever unforeseen disruptions impact normal river flows that go directly to the treatment plant.

Why So Many Fires!!!

We have numerous accidents every week in Jamaica, and each time there is an accident, we hear that it is due to speeding. The increase in fines has not made a major dent in the number of accidents. The operators of mass destruction on our roads can afford to pay the fines. Those who drive to get to work and do our business cannot afford to pay the fines. We also have a significant number of fires each month. We have the fire season approaching the Christmas holidays, and the markets and the arcades are where we have these fires. Do we have any statistics as to what is causing these fires?

It is the number of indisciplined drivers on our roads and not speeding which is the problem. That is probably the cause of many fires in this country—indisciplined behavior. How many of these fires are caused by people stealing electricity, lighting bushfires, and burning garbage? 

The time has come when action needs to be taken to deal with the number of accidents on our roads and also the number of fires. These issues should be targeted and given focused attention. Get the data on these issues, and I am willing to share my ideas, which I have shared in the past. 

We need strong leaders in Jamaica who can make bold decisions. Note that politicians are not the only persons who are expected to be leaders.

President of the Principal Association of Principals of Jamaica, Speaks on the St. James High Controversy

The President of the Principal Association of Principals of Jamaica, Linvern Wright, has commented on the controversy at St. James High School. Based on the feedback I am getting, the school will soon have a new chairman. The Minister Dana Morris-Dixon and others in the government must ask why the St. James High School chairman was reappointed considering the challenges faced in the past. That question must be answered publicly by someone for full transparency.

I do not believe in cluster boards because this would be adding more responsibilities to boards. We need to appoint reputable people who have class to our school boards. We should not appoint people who need home training and who need to go back to school. Could this be one of the reasons for challenges in the classroom? Are schools adding to the criminal elements in society rather than producing well-rounded citizens for the country? Jamaica has enough dignified persons with class capable of sitting on school boards.

Who Will Go, Chairman McCurdy or Principal Williams?

Why fight for your rights and end up being dead, right?  It could be worthwhile if you intend to be a national hero, and I understand that the list is closed!

What is all this fighting for at St. James High? Is it in the interest of the students? Whose interest is it in? What do we hope to achieve? You will all die and leave it, and no one will remember you. In the meantime, we continue to embarrass the school community and the government of Jamaica.

Are we trying to create another national issue in an election year to undermine the government that you claim you support? People are already saying that Andrew's government is trying to kick out principal Joseph Williams from St. James High. 

Chairman McCurdy, the greatest act you can do for the government, the school community, and yourself is to offer your letter of resignation now. Money and time will be saved!

You neva barn fi tun school board chairman, my friend. You cannot lead a school board from a media house. Let St. James High School continue on the highway of improvement.

PRESS RELEASE

Re: Rex v Jean Ann Panton charged for twenty-two counts of allegations of Fraud involving Stocks and Securities Limited (SSL)

1.     Ms. Jean Ann Panton, former employee of SSL is currently before the Home Circuit Court currently charged on an indictment with twenty-two counts pertaining to allegations of falsification of accounts, forgery, uttering forged documents, Larceny by a servant, offences under the Cybercrimes Act and the Proceeds of Crime Act.

2.  Attorneys at law, Mr. Sylvester Hemmings and Mr. John Clarke are on record as representing Ms. Jean Ann Panton. A team of three prosecutors led by a Deputy Director of Public Prosecutions has been assigned by me to conduct the prosecution of this matter.

3.  The Prosecution has so far disclosed to the defence, the indictment and ALL the documentary material and statements of witnesses we intend to rely on in the prosecution of the matter. The matter is to return to the Criminal Case Management Court in the Home Circuit Court on March 20th, 2025 to facilitate the settling of issues including the mode of trial, whether by Jury or Judge alone, and the date of trial. The Crown has been ready for sometime to proceed to trial.

Concerns relating to Pre-Trial Publicity

4.     Since this matter and other matters revolving around the SSL entity have come to the fore, it has not escaped the attention of the Office of the Director of Public Prosecutions and Defence Counsel, with whom I have had recent discussions, that there has been a great amount of public discourse over the last few weeks relating to this matter. It has been noted that the public discourse has involved complainants in the present matter, media practitioners, members of the public whether on social media or mainstream media as well as other interested parties in the public domain.

5.     Members of my team and I, being aufait with the case law on pre-trial publicity, abuse of process and the overriding objective of fairness to the accused being at the heart of due process, have discussed our concern about the possible deleterious impact on the fairness of the impending trial proceedings. It is a critical principle within our Jurisprudence, that justice must not only be done but must manifestly appear to be done. The concern of this possible negative impact on the fairness of the trial proceedings of the accused has been shared with me in a recent, without prejudice conversation with Mr. John Clarke.

6.  The Office of the Director of Public Prosecutions acknowledges and respects the constitutional right of every citizen in this country to freely express themselves on any subject of their choosing, whether privately or in the public domain; within the parameters allowed by law. However, though one can understand the need for persons to ventilate their concerns and even speculate on every aspect of the matter, whether it exists in reality or not, I am obliged to issue a gentle reminder to the public that in the Court of Law, fairness to the accused, who is innocent until proven guilty by evidence given in Court, is a critical principle of law and practice which the Courts guard jealously.

7.    The court of public opinion has no such legal safeguards, but unfortunately the pretrial publicity as well as excessive public discourse can possibly undermine the fairness of the trial, and has done so in previously decided cases. This case is a very complex one with voluminous material and there are still ongoing investigations into other aspects of the matter involving SSL which are similarly complex. The Prosecutorial authorities, including the investigators would be grateful if the public regards the Case of Rex v Jean Ann Panton as Sub Judice (that is, it is presently under judicial consideration).

8.     The Prosecution generally encourages witnesses in all cases, whether they are of high public interest or not, to adhere to best practice. This means, that once witnesses have given a statement in a matter before the Court, they should try as far as possible to be discreet and await due process which will facilitate the said witnesses giving their evidence in Court. If there is any issue which needs clarity or explanation pertaining to their witness statements or what is involved in the trial process in the criminal Court, they are at liberty to consult the investigators or prosecutors; or private attorneys that they may chose to retain to act on their behalf.

9.     In light of the fact that the case against Ms. Panton has not yet been completed and is under the active consideration by the Court, I and my assigned senior prosecutors in the case, humbly request that members of the public be judicious with their public discourse in this matter, otherwise it may compromise the prosecution of the matter and also ongoing investigations into other aspects of the SSL matter. I am obliged to indicate that previous experience has shown that the Court will not hesitate to make certain orders, either at the behest of the Prosecution or Defence or their own motion, in order to safeguard the integrity and fairness of the process, given perceived excessive pre-trial publicity. The positive consideration of the public to the previously outlined concerns would be greatly appreciated.

Time To Fix St. James High - Make The School Great Again

St. James High School has been in turmoil for too long. Effective leadership must determine that it cannot continue like this to the detriment of the school community. This will reflect poorly on the country. We will look like we are being led by indecisive leaders.

My discussions with members of the school community led me to several conclusions.  There is a challenge with the board, as it is currently constituted. There is a personality conflict between the principal and the school board chairman.  The principal or the chairman has to pack their bags and go. Two bulls cannot reign eena one pen!

The chairman wants the principal to be removed from his post. There has been talk about irregularities at the school and the illegal expulsion of the two kissing girls. Jamaica For Justice (JFJ) came out and made a big bombshell comment on the alleged expulsion of the kissing girls. Since then, JFJ has gone silent. We have not heard the results of the investigation into the alleged illegal expulsions. We have not heard of the disciplinary actions or other actions taken by the police in the alleged case of fraud.

Yesterday I was told that the board chairman went on to the school compound and walked into a staff meeting. If the chairman walked into a meeting being conducted by the principal without being invited, that could be seen as interfering in an operational matter.

In the video I saw of the meeting at the school, a physical confrontation seemed imminent.

The matter is very easy to resolve. If the principal has the support of the staff, the students, and the parent-teacher association, then the chairman is a dead duck. A dead duck has to be removed from the flock. Let's get a new leader who can bring harmony to the school environment. You cannot force people to accept a leader. Respect as a leader is earned, not demanded. The problem at St. James High School can be resolved in one minute, and the community will live happily after.

Can the minister tell the chairman to give the media a break? His frequent appearance in the media is affecting the name of the school and demoralizing the community. Let us concentrate on ensuring that at every child leaving secondary school is properly socialized, literate, numerate, and has the skills to make them productive in the Jamaica Land We Love.
