Another BNS Customer Reports Missing Bank Funds


Another BNS customer who complained that funds went missing from her account has reported the matter to the police. 

It will be interesting to see what action the police will take. The Bank of Jamaica seems to have lost their testosterone fortitude to act on the matter. They have offered no assistance to customers and consider this matter as something to be handled by customers and their banks.

The Minister of Finance has also been made aware of the situation.

At least one lawyer has a case on her desk dealing with her client who has missed funds from a bank. 

This matter must be treated seriously before we have another Usain Bolt-like fraud.

Institutions need to do more to protect consumers. The Consumer Affairs Commission is taking this matter seriously.

Jamaica’s National Tsunami Readiness Exercise

On March 19, 2026, the Office of Disaster Preparedness and Emergency Management (ODPEM) will conduct Jamaica’s National Tsunami Readiness Exercise as part of the regional Caribe Wave 2026 tsunami exercise.

Caribe Wave is an annual regional tsunami preparedness exercise held across the Caribbean and neighbouring territories to test tsunami warning systems and strengthen community readiness. The exercise began in 2011 and is coordinated by the UNESCO Intergovernmental Oceanographic Commission (IOC) through the Caribbean Tsunami Warning System (CARIBE-EWS).

Each year, more than 40 countries and territories across the Caribbean and adjacent regions participate in the exercise. Governments, emergency services, schools, businesses, and coastal communities use this opportunity to practise their response to a tsunami warning and improve coordination during an emergency.

Although tsunamis are relatively rare in the Caribbean, historical records confirm that they can occur and cause significant damage. More than 65 tsunamis have been documented in the Caribbean over the past 500 years, resulting in thousands of fatalities and widespread destruction in some areas.

The Caribe Wave exercise allows participating countries to test communication systems, warning procedures, and evacuation plans, while also increasing public awareness about tsunami hazards and safety measures.

Jamaica participates annually through ODPEM to strengthen national preparedness and ensure that coastal communities understand how to respond quickly and safely to a tsunami threat.

For Caribe Wave 2026, activities will take place islandwide, with Port Maria in the parish of St. Mary serving as the primary location for the national exercise. Selected communities in the parish will participate in evacuation drills and other preparedness activities.

The exercise will include:

• Nationwide observation of the exercise across all parishes
• Testing of communications to the National Tsunami Contact List
• Activation of tsunami warning procedures
• Public awareness and preparedness activities
• Community evacuation drills in Port Maria and surrounding communities

These activities will help residents, emergency responders, and national agencies to practise moving quickly to safer locations and responding effectively if a tsunami warning is issued.

The ODPEM encourages schools, businesses, and coastal communities across Jamaica to participate in the exercise and utilise the opportunity to review their emergency procedures and enhance preparedness for tsunami hazards.

The Ministry of Labour and Social Security (MLSS) today formalised a strengthened partnership with the Jamaica Household Workers’ Union (JHWU) through the signing of a Memorandum of Understanding (MOU), marking a significant milestone during the Union’s 35th anniversary. The courtesy call and signing ceremony underscored both the ceremonial importance of the occasion and the Government’s continued commitment to improving the working conditions, protections, and opportunities for domestic workers across Jamaica.

The new MOU expands collaboration across key areas including labour rights training, occupational safety and health awareness, employment services, and public education campaigns. It also facilitates joint initiatives such as job fairs, data sharing, and the development of an annual work plan to support domestic workers. Speaking at the signing, the Honourable Minister reaffirmed the Government’s recognition of domestic workers as a vital pillar of Jamaica’s labour force and family support system.

“Domestic workers play an essential role in sustaining our households and our economy. This partnership represents a meaningful step in strengthening protections, expanding opportunities, and ensuring dignity in work for this critical sector,” the Minister stated.

The engagement addressed several priority issues raised by the JHWU, including:

                  The ratification of International Labour Organization (ILO) Convention No. 190 on Violence and Harassment in the World of Work

                  Expansion of overseas employment opportunities for domestic workers

                  Establishment of a Household Workers Training Institute

                  Formalisation of collaboration through the MLSS–JHWU MOU

 

On Convention 190, the Minister confirmed that the Ministry will initiate a legislative compatibility review of existing laws and provide the Union with a written update within 90 days. The Ministry also acknowledged concerns regarding reduced access for domestic workers to overseas employment programmes and committed to reviewing pathways through the Overseas Employment Division. 

Engagements with Canadian and United States counterparts will be explored, including opportunities within hospitality and caregiving sectors.

A major highlight of the discussions was the proposed establishment of a Household Workers Training Institute, an initiative long championed by the JHWU. The institute is expected to provide flexible, targeted training aligned with domestic workers’ schedules and could become the first of its kind in the Caribbean. The Government has committed to supporting the initiative through a multi-stakeholder approach, including identifying suitable property, exploring partnerships with HEART/NSTA Trust, and convening a working group within 30 days to advance planning.

Established in 1991, the JHWU has spent 35 years advocating for fair wages, improved working conditions, skills development, and the empowerment of domestic workers—primarily women—across Jamaica. The Union has also played a key role in advancing international labour standards, including Jamaica’s earlier ratification of ILO Convention 189 on Decent Work for Domestic Workers.

JHWU President Elaine Duncan welcomed the strengthened partnership, noting that the agreement represents “a renewed commitment to ensuring that domestic workers are recognised, protected, and given the opportunities they deserve.”

Immediate actions include the execution of the MOU and the initiation of implementation planning across relevant MLSS departments. Within the next 30 to 90 days, the Ministry will advance key deliverables, including:

                  Establishment of a working group for the Training Institute

                  Review of overseas employment participation for domestic workers

                  Legislative review process for Convention 190

The MOU will remain in effect for one year, with provisions for renewal.

Breaking News - Woman Reports Missing Bank Funds To Police

One person has reported to the police the case of missing funds from her Scotia Bank account. The report was made a few hours ago. 

Someone has just called about the problem of funds missing from the bank. I wonder how widespread this challenge is. Some customers are also speaking to their lawyers about this matter.

The following message was sent to me by a bank client today.

Using the Scotiabank Debit card to pay a Digicel bill is dangerous if you have your USD Savings aside the JMD Savings on one card: 

I paid my 6900 dollars Internet bill which was confirmed, but 3 days later I saw 44 USD missing from my card 😡 It took me a day of agony with the bank and Digicel to find out that they deducted it from the USD account without telling me, and having enough JMD available on top of it ❗❗❗

.How they dare to do that!?? And the supervisor at the Scotia Bank said, that is how some of these machines are set up!?

I wanted to go to the Police, but I found out that the funds were not missing, only 2 days later I saw those taken out of the USD account after having received first the confirmation that JMD 6,900 were paid 😡How does the banking sector allow this ❓❓

In investigating myself I saw that 2 weeks before it happened as well when I sent a package with the Knutsford bus to Falmouth..... but then the amount was 700 JMD....so I didn't see it❗On both occasions the bank did NOT send me an email alerting me ❗❓

Missing Funds From Your Bank Account Is A Police Matter



I am shocked that the central bank representatives are telling us that if funds are missing from your bank account, you should make a complaint to the bank and wait a number of days for a response. This is like someone who has your money and has told you that someone has taken the funds from them, so they will carry out an investigation and send you comments.

Money removed from your account is fraud, and it is a police matter. The Bank of Jamaica must be concerned about what is happening in the banking sector and the financial sector, generally. I get the feeling that no one seems to care.

You wait until you have the SSL experience, and then all you hear is weeping and wailing and gnashing of teeth, which cannot bring back your money. The banks are now telling us that losses in your account beyond a certain time are not recoverable. Absolutely rubbish. The funds could have been missing for one hundred years; the bank has a responsibility to investigate the matter. Many are now thinking about what is happening. Is it all a part of an inside job?

I have two cases that I am assisting two poor businesspeople to deal with, and all they are getting is a runaround. Things are now computerized, so why does it take so long to carry out these investigations? Is this a part of frustrating the customer? Whatever the role of the central bank, if people lose confidence in the financial system and there is a run on the commercial banks, the central bank could be in trouble.

We have been SSLed, OLINTed, FINSACTed, we have moved from CASH PLUS to CASH MINUS, and now they want to BANK-RUPT us. Where are the oversight bodies, the Minister of Finance and the Public Service, and the police? Of course, the people are fast asleep.

Jamaican Banking Tips You Might Not Have Been Aware Of

INACTIVE ACCOUNTS

An account is deemed inactive after one year without any transaction(s), that is, withdrawals or deposits. Status can easily revert to active by the account holder doing a transaction. No fees incurred. The inactive period may vary with other banks

DORMANT ACCOUNTS - A

An account is deemed dormant after two years of inactivity. It may be activated in person at a branch by providing know your customer documents, updating the customer's personal data, and making a deposit or withdrawal. No fees incurred. Dormancy may vary with other banks

DORMANT ACCOUNTS - B

A DORMANT account of 15 years or more is also referred to as an unclaimed balance account.

This is transferred from the bank's books to the Ministry of Finance to the Administrator General. Funds are redeemable from the Administrator General through a commercial bank upon application by the account holder.

If the account holder died intestate, then whoever is petitioning the Accountant General can do the same for unclaimed balances, which will be paid over to the estate.

ACCESS TO FUNDS FOR BURIAL

The bank will release funds of JAD 500,000 immediately to the funeral parlour upon application. Individuals applying must have in hand an invoice from the parlour for that amount or more bearing the name of the applicant. A death certificate or a burial order and identification of the applicant should also be presented. A manager's cheque will be issued in the name of the parlour, and the cost will be borne by the account holder. The amount varies for other commercial banks.

POWER OF ATTORNEY 

If an account holder is incapacitated and has no beneficiary or joint holder attached to their account, they may opt to give someone the power of attorney. It's a legal document drafted by an attorney for an individual to conduct business on behalf of the account holder. It's usually carefully worded to request limited or extended access for the named individual on the account. The document is vetted by the bank's legal team for approval.

The format and approval process may vary from bank to bank.

My understanding is that even if the bank gives the funds that they had for a long time to the government, the customer or someone who has been given the power of attorney can get access to the funds. It is best to work with a lawyer to deal with a matter like this.
